Establishing a new development model for Dong Nai.

To transform Dong Nai province into a dynamically developing economy by 2030, leading in aviation, high-tech industries, science, technology, innovation, and digital transformation, is one of the key objectives in the Draft Revised Planning Scheme for Dong Nai Province for the period 2021-2030, with a vision to 2050 (Dong Nai Provincial Planning). This is also considered a crucial step in shaping a new development model for the province in the new era of national growth.

High and sustainable growth

Following the merger, the new Dong Nai province is one of the leading localities nationwide in terms of economic scale, population, and area. In this context, adjusting the Dong Nai Provincial Planning is crucial for shaping the province's future development.

According to Ho Van Ha, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, the revised Dong Nai Provincial Planning Project must identify the orientations, tasks, and breakthrough solutions for development in key economic sectors and priority areas. From there, Dong Nai will have a feasible and high-quality plan that meets the socio-economic development needs of the province.

According to an assessment by a consortium of consultants – The Boston Consulting Group (BCG) and the University of Economics Ho Chi Minh City – Dong Nai province currently possesses many strengths and advantages to move towards a new development model suitable for the country's growth era.

Specifically, Dong Nai province has a strategic geoeconomic location in the heart of the Southern key economic region, bordering Ho Chi Minh City and extending north to the Kingdom of Cambodia. The province also has the advantage of multimodal connectivity with infrastructure projects being invested in synchronously.

Furthermore, Dong Nai possesses a large economic scale and a diverse, mutually supportive industrial structure, as well as strong investment attraction and high financial and budgetary capacity. In the context of new development, Dong Nai also has strengths from its abundant, young workforce capable of rapid transformation and its rich natural resources, with potential for developing a "green economy"...

In particular, in the country's new growth era, the consortium of consultants also proposed a vision to shape Dong Nai province into a new development model, driven by advanced "green manufacturing," high-tech agriculture, and its position as an international logistics gateway associated with the operation of Long Thanh International Airport.

According to Associate Professor Bui Thi Mai Hoai, Director of the Institute for Sustainable Finance (UEH) under the University of Economics Ho Chi Minh City, for Dong Nai to develop according to the proposed model, the provincial planning needs to clearly define that high technology must play a role as a central axis for reorganizing the value chain across industries and across spaces.

According to the plan, the Dong Nai Provincial Planning Adjustment Project for the period 2021-2030, with a vision to 2050, will be officially approved in February 2026.

3 pillars of the economy

According to Mr. Nguyen Bao Long, Deputy Director of BCG Partnership, based on the proposed development vision for Dong Nai in the new planning period, the consortium of consulting units has also identified three main economic pillars of the locality.

Of these, the two main sectors are strategic manufacturing (including electronics, equipment, components, machinery, new materials; specialized industrial parks, high-tech industrial parks; vocational training centers and high-skilled human resources...) and agricultural processing industry. These are foundational sectors that play a key role in consolidating Dong Nai's industrial position in the Southern key economic region. "These sectors also play a core role in driving growth for Dong Nai province," said Mr. Nguyen Bao Long.

Logistics and transportation, and high-tech manufacturing will be new growth sectors, playing a second pillar role, helping Dong Nai move into a higher value chain and attracting international experts and technology companies.

Meanwhile, urban services, tourism, and green energy sectors will form the third economic pillar, ensuring harmonious socio-economic and environmental development, guiding Dong Nai to become a sustainable, livable, and environmentally friendly province.

According to the assessment of the consulting consortium, in the economic growth and development scenario of Dong Nai province in the coming period, the timely completion of national strategic infrastructure projects, especially Long Thanh Airport, is considered a factor with a strong ripple effect on the socio-economic development structure, particularly in the 2026-2030 period. This is because Long Thanh Airport will not only create momentum for the formation of new generation processing and manufacturing industries but also strongly promote air logistics services, trade, tourism, and high-end services associated with an international aviation hub.
