Circular No. 10/2026/TT-BGDĐT promulgates the regulations on diplomas and certificates of the national education system, replacing all previously scattered regulations on diplomas and certificates issued in various documents of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs .
This regulation specifies the details of the management of diplomas and certificates in accordance with the Law amending and supplementing certain articles of the Law on Education , the Law on Higher Education (amended), and the Law on Vocational Education (amended).
It regulates the issuance, storage, processing, duplication, correction, revocation, and cancellation of digital diplomas and certificates.
The Ministry of Education and Training has built a nationwide shared database of diplomas and certificates to serve the issuance of digital diplomas and certificates, store issued data, and publicly disclose information about the issuance of diplomas and certificates.
This applies to diplomas and certificates issued before the circular came into effect.
Information extracted from the database has the same legal validity as information in the original register, can replace copies from the original register, and is valid for verifying diplomas and certificates.
This is truly a significant step forward. The obvious advantages include shortening the time frame for issuing diplomas, streamlining procedures, including diploma and certificate verification, and reducing inconvenience for citizens.
Under the new regulations, the timeframe for issuing paper-based high school diplomas has been shortened from 75 days to 30 days. The timeframe for issuing digital diplomas and certificates is 5 days from the date of the graduation recognition decision.
With digitalization, many paperwork procedures are also reduced, with a preference for processing them electronically.
The Ministry of Education and Training now focuses solely on issuing regulations, implementing state management according to the law, clearly defining authority for localities, and increasing autonomy for educational institutions. Gone are the days when the Ministry of Education and Training printed and issued diploma and certificate templates, a system that led to numerous problems.
Except for the high school diploma template, the Ministry of Education and Training only regulates the main content recorded on other diplomas and certificates. Going forward, there will also be no more regulations on the template for the original register, appendices to the original register, or the register of issued copies. Instead, only the main content will be regulated, while the autonomy of the competent authority will be granted.
Another advantage of the era of "digital diplomas and certificates" is transparency, increasing channels for social oversight. This contributes to reducing the problem of "fake degrees," the buying and selling of diplomas and certificates, and long-standing irregularities in the training and issuance processes.
However, the era of "digital diplomas and certificates" will also bring about new shortcomings, especially in ensuring the safety, reliability, and objectivity of the shared data system.
This requires optimal technical solutions, especially updating existing diplomas and certificates issued before the new circular comes into effect. Failure to anticipate and plan for solutions could lead to new difficulties, or even negative consequences.
However, despite the difficulties, digitizing diplomas and certificates with a reliable data system that has legal validity is an important goal, appropriate to the new context. This is recognized as an effort in the digital transformation process and the application of information technology in the field of education.
