On November 25th, in Hanoi , the 13th Central Committee of the Communist Party of Vietnam completed many of its tasks. With a spirit of urgency and high responsibility, the Central Committee discussed and agreed upon important issues.

Implementing Resolution No. 18: High level of consensus on awareness and action.

In his closing remarks at the Conference, summarizing the achievements and outlining some tasks to be implemented in the coming period, General Secretary To Lam stated that the Central Committee unanimously agreed on the understanding and determination to implement the policy of summarizing Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee of the Party on "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient"; and offered some suggestions and directions for Party committees, organizations, agencies, and units to research and propose streamlining the organizational structure of the political system.

The Central Committee requires that the highest level of political determination in implementing the Central Committee's policy on summarizing Resolution No. 18 is a particularly important task, a revolution in streamlining and reorganizing the political system's apparatus, requiring high unity in understanding and action throughout the Party and the entire political system.

Party committees, party organizations, agencies, units at all levels and in all sectors, especially leading officials and heads of departments, need to be exemplary, proactive, and decisive in carrying out assigned tasks in the spirit of "running while queuing," with the Central Committee not waiting for the provincial level, the provincial level not waiting for the district level, and the district level not waiting for the grassroots; determined to complete the summary of Resolution No. 18 and report to the Central Committee on the plan for arranging and consolidating the organizational structure and political system in the first quarter of 2025.

The General Secretary noted that the implementation process must adhere closely to the Party's principles, the Political Platform, the Party Charter, the Constitution, the Laws, and the practical realities; it must thoroughly understand and consistently implement the principled requirements, ensuring the smooth and effective operation of the overall mechanism of Party leadership, State management, and people's ownership.

Through organizational reforms, the aim is to harmoniously resolve the relationships between Party organs, the National Assembly, the Government, the judicial organs, the Fatherland Front, and socio-political organizations based on this overall mechanism.

The General Secretary requested that the review process be conducted objectively, democratically, scientifically, specifically, thoroughly, and with a willingness to learn; that implementation be expeditious but cautious and thorough, upholding principles, and incorporating feedback from practical experiences, experts, scientists, and even foreign experiences to propose streamlining of the organizational structure, ensuring overall coherence, synchronicity, and interconnectedness.

Clearly define functions, tasks, working relationships, operating mechanisms, and specific responsibilities based on Party principles, rationality, and legality, ensuring smooth, effective, and efficient operation. Strictly implement the principle of one agency performing multiple tasks; one task is assigned to only one agency to take the lead and bear primary responsibility, thoroughly overcoming overlapping functions and tasks, and fragmentation in geographical areas and fields.

General Secretary To Lam stated that agencies and organizations that had previously undergone initial restructuring must also review and propose new measures, resolutely eliminating intermediary organizations. Reforming the organizational apparatus must be closely linked to the effective implementation of the Party's policies on renewing leadership methods, strongly decentralizing power to localities, combating waste, national digital transformation, and socializing public services.

Simultaneously streamline the organizational structure while restructuring the workforce to ensure qualified and capable personnel, commensurate with their tasks, and with a reasonable staffing level. Strongly innovate the recruitment, training, promotion, appointment, rotation, transfer, and evaluation of personnel, focusing on finding suitable candidates based on measurable results; establish effective mechanisms to remove those lacking the necessary qualities, capabilities, and credibility from their positions; and implement policies to attract and utilize individuals with outstanding abilities.

General Secretary To Lam requested that policies and regulations for cadres, Party members, civil servants, and workers affected by the reorganization of the organizational structure be implemented effectively.

Along with summarizing and proposing new organizational models, it is necessary to proactively review and improve institutions and laws to ensure a synchronized review, amendment, and supplementation of the Party's guidelines and regulations, ensuring timely and consistent adjustments to legal regulations, procedures, and rules in each field of work.

At the same time, we will strengthen administrative procedure reforms, ensuring the most favorable conditions for citizens and businesses, contributing to improving people's lives.

The implementation of organizational restructuring and personnel reorganization must be linked to ensuring the effective and simultaneous fulfillment of two important tasks: accelerating breakthroughs to achieve socio-economic goals in 2024, 2025, and throughout the 13th Party Congress term, creating a foundation for our country to enter a new era; and preparing well for the organization of Party Congresses at all levels and the 14th Party Congress.

The General Secretary emphasized the requirement that the new apparatus must be better than the old one and begin operating immediately, without interrupting work or leaving any gaps in time; without leaving any areas or sectors unattended; and without affecting the normal activities of society and the people.

Based on the aforementioned principles and the Politburo's guidelines, which have also been agreed upon by the Central Committee, agencies, units, and localities should continue to research and propose specific measures to streamline Party committees, ministries, ministerial-level agencies, agencies under the National Assembly, the Fatherland Front, and political and social organizations.

At the same time, proactively study the internal models of each agency after the merger or consolidation; prepare personnel plans and review and adjust the functions, tasks, and working relationships of the new agencies and organizational structures to ensure effective and efficient operation immediately.

Party committees and organizations at all levels, especially their leaders, and particularly the members of the Central Committee of the Party, need to demonstrate high political determination, make great efforts, and set a good example in decisively and strongly directing the departments, ministries, sectors, fields, and localities under their responsibility.

“The task of streamlining the organizational structure is a very difficult, sensitive, and complex job, directly affecting every individual in each organization. Therefore, it requires unity, high determination, courage, and even the sacrifice of personal interests for the common good. The implementation process needs to be monitored to identify and replicate good and effective practices, correct and promptly address emerging issues, ensuring that the implementation proceeds according to the set goals, requirements, and schedule,” the General Secretary emphasized.

The Central Committee assigns the Politburo to direct the Party Committee of the National Assembly; the Party Committee of the Government; the Party Committee of the Vietnam Fatherland Front; the Party Committees of political and social organizations; the Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union; the Party Committees and mass organizations assigned tasks by the Party and State; and the Party committees, Party organizations, agencies, and units directly under the Central Committee to lead, direct, and propose the arrangement and streamlining of organizational structures and staffing in agencies, units, and organizations within their scope of leadership and management; and to amend, supplement, and promulgate new legal documents regulating and guiding, within their authority, the functions, tasks, organizational structures, and staffing of cadres, civil servants, and public employees within their scope of leadership and management.

In addition, draft regulations on the functions, tasks, organizational structure, working relationships, and working procedures of Party committees directly under the Central Committee, Party committees of ministries, agencies, units, and organizations after restructuring; issue regulations on regimes and policies to ensure the rights, benefits, and advantages of cadres, civil servants, public employees, and workers when implementing organizational restructuring and streamlining; and effectively carry out political and ideological work and policies for cadres, civil servants, public employees, and workers under leadership and management who are affected by the organizational restructuring and streamlining.

The Central Propaganda Department guides Party committees and organizations at all levels to do a good job in political and ideological work, directs media agencies to strengthen propaganda work, create high unity within the Party and the entire political system, and consensus among the people on policies, requirements, tasks, and streamlining the organizational structure in the new situation.

The Central Organizing Committee, in coordination with relevant agencies, studies and proposes amendments and additions to relevant Party regulations and rules; coordinates in advising on the placement of cadres according to authority at agencies and units; organizes the streamlining of organizational structures; proposes streamlining of organizational structures and staffing in agencies, organizations, localities, and units under its management; prepares the Politburo's submission to the Central Committee on the results of the review of the implementation of Resolution No. 18 and the plan for reforming and streamlining the organizational structure of the political system to ensure efficient and effective operation. It presides over and coordinates with relevant agencies to regularly monitor and urge the implementation of the conclusions of the Central Committee meetings.

Developing national energy infrastructure to meet the country's development requirements.

The General Secretary stated that the Central Committee unanimously agreed with the policy of restarting the nuclear power program in Vietnam and continuing research on the Ninh Thuan nuclear power project. This is an important task for developing the national energy infrastructure and meeting the country's development requirements.

This work needs to be carried out urgently, meeting the highest requirements for safety and environmental protection. The Central Committee assigns the Politburo to direct relevant agencies to urgently implement comprehensive solutions to complete the national energy infrastructure, meeting the requirements of national development in the new situation.

Strengthening leadership positions in some state agencies.

The Central Committee unanimously agreed with the Politburo's proposal to nominate personnel to fill leadership positions in several state agencies, agreed to remove two comrades from the 13th Central Committee, and expelled three former Central Committee members from the Party due to violations.

In the coming period, it is necessary to continue implementing comprehensive solutions to prevent misconduct and negative practices, and strictly handle violations based on the principle that any wrongdoing must be investigated and dealt with accordingly, with no forbidden areas and no exceptions. Strengthening the building of a clean and strong Party is crucial to meeting the demands of the new situation.

Emphasizing that the tasks facing the country in the coming period are very heavy, difficult, urgent, and pressing, the General Secretary requested that the members of the Politburo, the Secretariat, and the Central Committee members demonstrate a high level of responsibility to the Party, the State, and the people, focusing their leadership and guidance with the highest determination to complete important tasks and ensure the achievement of the set goals and requirements.
