Understanding the mind

In mid-April 2025, the Politburo and the Secretariat convened a national conference to promptly disseminate and implement important policies and decisions adopted by the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam. The conference was held in a hybrid format, combining in-person and online participation down to the commune level; it was also broadcast live on Vietnam Television and Vietnam Radio. This demonstrates the importance of the content to be disseminated and to meet the information needs of a large number of cadres, Party members, and the people.

At the conference, delegates heard Prime Minister Pham Minh Chinh present a thematic report on “The draft documents to be submitted to the 14th National Congress of the Party: New points in the summary of some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; new points in the draft report summarizing the work of Party building and implementation of the Party Charter to be submitted to the 14th National Congress of the Party; new points in the draft political report to be submitted to the 14th National Congress of the Party; new points in the draft report on the 5-year implementation of the 10-year socio-economic development strategy 2021-2030; directions and tasks for socio-economic development in the 5 years 2026-2030”.

National Assembly Chairman Tran Thanh Man presented a thematic report on “Revising the Constitution and Laws; Directions for the Election of Deputies to the 16th National Assembly and Deputies to People's Councils at all levels for the 2026-2031 term”. Head of the Central Organization Committee Le Minh Hung presented a thematic report on “Continuing to streamline the organizational structure for efficiency and effectiveness; amending and supplementing regulations implementing the Party Charter; Directive 45-CT/TW, dated April 14, 2025, of the Politburo on Party Congresses at all levels leading to the 14th National Congress of the Party”; and the implementation plan.

Member of the Central Committee of the Communist Party of Vietnam and Secretary of the An Giang Provincial Party Committee, Le Hong Quang, attended the conference at the Chau Doc City branch.

Concluding the conference, General Secretary To Lam affirmed: “Basically, the policy is clear, and the plan, schedule, and implementation roadmap are specific. This is a new point in organizing the dissemination and implementation of Party resolutions, focusing on clear responsibilities, clear tasks, clear methods, clear accountability, and clear completion timelines. Implementation can begin immediately after the conference. I believe that you have identified the tasks that need to be done in the coming period at your respective agencies, units, and localities. Each cadre and Party member attending the conference has also envisioned their individual responsibility in the country's overall 'revolution.' After this conference, Party committees and organizations are responsible for continuing to study and thoroughly understand the contents of the resolution; and developing specific action plans and programs for implementation.”

Mr. Nguyen Quoc Khanh (a retired official from Binh Khanh ward, Long Xuyen city) expressed: “This is the first time a conference to implement a Party resolution has been broadcast live on television and radio for the people to watch and follow. This has relieved many of the people's anxieties surrounding the abolition of district-level administrations, the merger of provinces, and the reduction of commune-level units. However, I still have concerns about the issue: How will such a merger create new momentum for the new province? For example, with the merger of Kien Giang and An Giang provinces, how can we inform the people about the strengths of the merger? I think that if we clarify this further, voters will certainly be more enthusiastic.”

During a meeting with voters in Long Xuyen City before the 9th session of the 15th National Assembly, Vice President of the Socialist Republic of Vietnam Vo Thi Anh Xuan affirmed that the 11th Central Committee Conference is considered a "historic conference," deciding on extremely important issues of the country, which were then disseminated to the entire population, not just the Party. Only when the people clearly understand the major policies and agree to implement them will they achieve high effectiveness. The current pace of work is very fast and urgent, while the demands are very high. Every official, Party member, and citizen should be proud to be living in this historical context.

Regarding the concerns of retired official Nguyen Quoc Khanh, Comrade Vo Thi Anh Xuan stated: “Personally, I believe that the merger of An Giang and Kien Giang provinces brings many benefits. Firstly, both provinces will be stronger, with a larger area (approximately 10,000 km2), creating room for economic development and large-scale, high-quality production models. The new province's topography will also be more diverse, with mountains, rivers, plains, and islands stretching across the land. Population growth will correspond to an improved quality of human resources. Along with that, local governance will change (from administrative management to service-oriented governance), to truly be closer to the people, understand their needs, and quickly grasp their situation. We will apply science and technology, innovate, and embrace digital transformation, no longer clinging to outdated or unsuitable practices.”

Cadres and Party members are closely following the conference.

Following the 11th Central Committee Conference, the 9th session of the 15th National Assembly will continue to decide on particularly important issues, creating a legal framework to complete the amendment of the Constitution and related laws before June 30th; begin the transitional period for newly operational district and commune-level administrative units starting from July 1st, completing the entire process before August 15th; complete the merger of provinces and cities before September 1st; complete the Party Congresses at the commune level before August 31st; complete the provincial-level Party Congresses before October 31st; hold the 14th National Congress of the Party in early Q1/2026; and hold elections for National Assembly and People's Council representatives at all levels in March 2026.

Our ancestors wisely observed, "If the ideology is not clear, even carrying a water bottle feels heavy." President Ho Chi Minh emphasized: "Within and outside the Party, only when we clearly understand the new situation and the new tasks will our ideology be unified, and only with unified ideology will our actions be unified." Therefore, it is crucial for Party committees and local authorities to strengthen information and propaganda to create social consensus, fully promote the people's right to self-governance, and respect and listen to the people's opinions. The processes and procedures for soliciting public opinion must be carried out in accordance with regulations, especially regarding amendments and additions to the Constitution, and the merger of provinces and communes, creating a combined strength stemming from "clear ideological understanding."
