Creating new momentum and strength

In the context of strong integration with the times, Hanoi, like many cities in the region, has faced unprecedented challenges from a volatile world with endless geopolitical conflicts, increasing economic instability, and extreme weather events. However, with the timely and thorough guidance of the Politburo, the Central Party Secretariat, the Government, and the National Assembly; the cooperation and assistance of ministries, departments, localities nationwide, and international friends; the Party Committee, government, and people of Hanoi have demonstrated the resilience, spirit, and intelligence of the people of Hanoi, overcoming difficulties and shortcomings, achieving many accomplishments, and creating new milestones in many areas of socio-economic development, security, and national defense.

In 2024, with a spirit of strengthening discipline, order, and responsibility in handling work, the entire political system of the city has synchronized its efforts to achieve the set goals and tasks. Along with the effective implementation of 10 work programs, 5 major orientations, and 3 breakthroughs, the city has built a solid foundation for the capital to embark on a new era of development.

The city's socio -economic indicators show remarkable progress. Budget revenue reached its highest level ever, exceeding 500,000 billion VND, with domestic revenue reaching 470,000 billion VND, ranking first nationwide. Foreign direct investment (FDI) attracted 2.2 billion USD, further solidifying Hanoi's position as an attractive destination for foreign investors. The New Rural Development program was completed two years ahead of schedule, with 100% of communes and districts meeting the standards. Linking economic development with social welfare and improving the material and spiritual lives of its people, the city eliminated 100% of dilapidated housing for poor and near-poor households, essentially eliminating poverty throughout the city. Hanoi boasts the highest Human Development Index (HDI) in Vietnam, according to the United Nations Development Programme, reflecting three dimensions: health, knowledge, and income.

National defense and security have been strengthened and enhanced, with over 2,000 political, economic, and cultural events ensuring absolute security. Hanoi proudly stands as a safe destination in the hearts of many heads of state and international friends. The strong cultural flow within Hanoi is continuously nurtured alongside innovative and creative thinking. The cultural industry has clearly defined itself and affirmed its widespread influence in social life. This not only provides new impetus for artists, artisans, and businesses to create products bearing the mark of the times, but also contributes to attracting tourists to the thousand-year-old city of culture that is strongly integrating with the world. In 2024, Hanoi welcomed 27.86 million tourists, an increase of 18.3% compared to the previous year.

In laying the foundation for the city of the future, along with accelerating the progress of urban railway projects, Hanoi has basically completed Ring Roads 1, 2, and 3 and is aggressively implementing the Ring Road 4 project, opening up new space and creating momentum for development in the Red River Delta region… Many bridges crossing the Mother River such as Hong Ha, Me So, Van Phuc, Tu Lien… have been named; the project to replenish water from the Red River into the To Lich River is progressing rapidly; modern urban areas are expanding the city in many dimensions, leaving imprints on architectural planning and making Hanoi greener, brighter, cleaner, and more beautiful.

Pioneering the application of green economic models, digital economy, smart cities, high-tech agriculture, etc., in 2024, Hanoi achieved many successes in bringing digital conveniences to people and businesses and left memorable milestones in the digital transformation process, such as: ranking first in the overall Information Technology Industry Index; ranking first in the e-governance index, second in the e-commerce index… and leading the country in the local innovation index… These are indicators that Hanoi is steadily moving into the digital age.

Together we rise up

Hanoi, along with the rest of the country, enters spring with renewed strength and momentum. With the amended Capital City Law, Hanoi has the legal framework to implement strategic tasks to become a center and driving force for regional and national development; to integrate deeply with the world and achieve a status on par with the capitals of developed countries. With the Prime Minister's approval of the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the revised General Planning of Hanoi Capital City to 2045, with a vision to 2065, Hanoi has more space and impetus for breakthrough development with a "new vision - new global thinking, a Capital City mindset and Hanoi action." The land of a thousand years of civilization looks forward to the 100th anniversary of the founding of the Party and the 100th anniversary of the founding of the nation with great aspirations and a mission to elevate Vietnam into a powerful and prosperous nation, "standing shoulder to shoulder with the great powers of the world."

As the heart of the nation and the capital of a country with a prominent international position, "Hanoi will continue to be a pioneer and role model in implementing the Central Committee's major policies with strong changes to lead the country into a new stage of development with remarkable progress...". Along with pioneering the vigorous implementation of the political campaign "Studying, understanding, and disseminating the guiding thoughts and major orientations of the Party and General Secretary To Lam on the new era - the era of national progress," Party committees at all levels are realizing the new ideas and content of the new era in the Party Congress documents at all levels for the 2025-2030 term, leading up to the 18th Congress of the Hanoi City Party Committee, so that the documents truly represent the culmination of wisdom, vision, and responsibility towards the Capital and the country.

As the first locality in the country to establish a Steering Committee on implementing measures to prevent and combat waste, Hanoi has been, is, and will continue to implement many solutions to "awaken" resources and unleash the potential in each individual to create new impetus for development. The Hanoi City Party Committee is also at the forefront of the revolution to streamline the political system's apparatus, ensuring effective, efficient, and effective operation, in line with the Central Government's policies and directions. Through this, the city is building a team of "public servants" with strong character, qualities, vision, and innovative thinking; who dare to think, dare to act, dare to take responsibility, and confront challenges; who are decisive but not extremist or dogmatic; who are closely connected, empathetic, and supportive of the people and businesses… Human resources and the spirit of Thang Long are the fundamental foundation for Hanoi to enter a new era.

With a new vision opening up and new opportunities emerging, the Party Committee, government, and people of Hanoi are embarking on a new phase of development, realizing strategic goals for rapid and sustainable growth: harmoniously combining economic development with culture and the environment; ensuring security and bringing happiness to the people… The city is and will continue to develop strongly on five pillars: culture, people, and the thousand-year-old cultural heritage; green and digital economic development; synchronous and modern infrastructure; digital society and smart city; science, technology, and innovation. The immediate task for Hanoi is to resolutely and effectively remove bottlenecks, accelerate the implementation of development tasks, and achieve the goals set by the 17th Party Congress with the highest efficiency.

The year 2025 marks many significant national events, including the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025); the 135th anniversary of the birth of beloved President Ho Chi Minh (May 19, 1890 - May 19, 2025); the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025); the 80th anniversary of the founding of the nation (September 2, 1945 - September 2, 2025)...; and it is also the year Hanoi embarks on a new era of national development in the Vietnamese people's rise. New opportunities and challenges are emerging, requiring every cadre, Party member, and every citizen of Hanoi today to strongly uphold the spirit of Thang Long for a strong and prosperous Vietnam.
