The Ho Chi Minh City People's Committee has just issued a decision on the issuance of a Plan to develop 11 compact urban areas according to the TOD model (Transit Oriented Development - a model with public transport as the center) along metro lines and Ring Road 3 according to Resolution 98/2023/QH15. Accordingly, in the period of 2024 - 2025, it is expected to develop TOD at 9 locations, along 3 major transport projects being implemented including: Metro No. 1 (Ben Thanh - Suoi Tien), Metro No. 2 (Ben Thanh - Tham Luong) and Ring Road 3.
Enhancing the role of the City Land Fund Development Center
The TOD location with the largest area is more than 389 hectares in Xuan Thoi Thuong commune (Hoc Mon district), connecting to Ring Road 3. The place with the smallest area is the Exhibition Center and Sports Center of Tan Binh district (5.1 hectares). This location is calculated to develop TOD to connect traffic with metro lines 2 and 5. Around this area there are existing residential areas, schools, and bustling markets.
The remaining locations are in District 10, Tan Phu District, Thu Duc City and Binh Chanh District; connected to metro lines 1, 2, 3 and Ring Road 3.
Supporting the plan to develop 11 compact urban areas along the main traffic routes of the Ho Chi Minh City government, Dr. Pham Viet Thuan, Director of the Ho Chi Minh City Institute of Natural Resources and Environment Economics , said that the TOD model has been deployed in many modern cities in the world; especially China, Thailand and Singapore. This model will help exploit and develop land funds with good conditions for renovation, creating compact urban areas and smart urban clusters.
From the planning and current status of the land, Ho Chi Minh City has 2 orientations when building TOD model urban areas. The first is the group of renovation and improvement of existing areas: Mainly in existing residential areas close to the beltway or metro routes. The second is the new investment group: Built on the current status of vacant land, sparsely populated areas or areas with factories and enterprises expected to relocate...

Dr. Thuan believes that for the core area of the station (radius of 400 - 500 m), we should focus on developing optimal high-density urban areas. And in the station transition area (radius of 500 - 1,000 m), we should focus on developing high-density urban areas. Particularly for Ring Road 3, we should develop urban areas in the vicinity of traffic junctions, roads connecting Ring Road 3 or branch lines.
For smooth implementation, according to Dr. Thuan, Ho Chi Minh City should announce the planning boundaries of TOD locations to inform people clearly, and at the same time have a reasonable land recovery plan for models according to the approved plan.
"The workload of site clearance compensation and land acquisition for TOD urban development is huge. Based on the 2024 Land Law, to reduce the burden on the state management agency, the Department of Natural Resources and Environment, Ho Chi Minh City needs to enhance the role of the City Land Fund Development Center to serve the TOD plan. If the plan is well implemented and in the right direction, it will help Ho Chi Minh City create urban areas, or in other words, truly smart urban clusters with the most convenient traffic connections in Vietnam" - Dr. Thuan commented.

Good planning, attracting investors
To mobilize resources for TOD development, Dr. Pham Tran Hai, Ho Chi Minh City Institute for Development Studies, mentioned the issue of spatial organization, specifically land readjustment in the TOD area. Accordingly, reorganize the space around the metro station, mobilize people to contribute land to implement the TOD project as capital contributors. Depending on the area and location of land that people contribute, they will be calculated and paid benefits by land fund or construction floor. "This model is encouraged to be applied by international organizations, especially some countries that have difficulties in land acquisition" - Dr. Hai informed.
Regarding policy, Dr. Hai believes that it is necessary to regulate the added value of land, including improvement fees (applied to existing real estate in TOD areas), impact fees (projects in TOD areas) and transfer of space development rights (for land in TOD areas). To do this, it is necessary to perfect the legal framework of policies, specifically readjusting land as prescribed in Article 219 of the 2024 Land Law on land use rights contribution, land readjustment; or regulations on selling space development rights due to increased construction floor area.
At the meeting to gather opinions of the Ho Chi Minh City Department of Transport with localities on implementing the TOD project in 2023, a representative of Nha Be District People's Committee shared experiences in land acquisition and auctioning on Nguyen Huu Tho Street. Although Nguyen Huu Tho Street is not TOD, it has the form of TOD when the state spends the budget to build the road, then takes land along the route to auction and reinvest in traffic infrastructure. Therefore, according to the representative of Nha Be District, to effectively implement TOD for metro lines 1 and 2, Ring Road 3, when planning, the authorities should be flexible, oriented according to general criteria, not too detailed to make it easier to auction land as well as attract investors because it does not constrain their ideas.
"In the planning, we only need to give specific targets on trees, commerce, roads, etc. On this basis, investors can come up with their own ideas and design construction, which will be more effective than if the state implements it" - a representative of Nha Be district added.
Some localities with metro line 2 passing through such as Tan Binh district shared their experiences when inviting investors to bid and auction, they often ask for adjustments to increase planning targets. Therefore, when implementing the planning, the targets should be raised to the maximum level, along with many attractive conditions to attract investors.
11 TOD model cities
According to the plan, from 2026 to 2028, Ho Chi Minh City will continue to deploy 2 TOD areas in Tan Hiep commune (Hoc Mon district) along Ring Road 3 and the area around Tan Kien station (Binh Chanh district), connecting metro line 3 extension and Ho Chi Minh City - Can Tho railway line.
With 9 TOD urban areas in phase 1, in the second and third quarters of 2025, the boundaries, planning and legality of the land will be determined. Then, the planning will be adjusted in the second - fourth quarters of 2025, the investor selection procedure will be completed in early 2026.
