On the afternoon of May 12th, during his working visit to Can Tho , Prime Minister Pham Minh Chinh surveyed the Chau Doc - Can Tho - Soc Trang expressway project and listened to reports and proposals on flood control, landslide response, and climate change adaptation projects for Can Tho City.

The Prime Minister spoke with and encouraged workers and laborers at the Chau Doc - Can Tho - Soc Trang expressway project construction site.

Phase 1 of the Chau Doc - Can Tho - Soc Trang Expressway project has a total investment of nearly 44,700 billion VND, spanning over 188 km and passing through four provinces and cities: Can Tho, Soc Trang, Hau Giang, and An Giang . This is one of the three horizontal expressways in the Mekong Delta (along with My An - Cao Lanh and Cao Lanh - An Huu), with its starting point connecting to National Highway 91 in Chau Doc City (An Giang) and its end point intersecting with the Southern Hau River National Highway and Tran De Port (Soc Trang).

Construction on the entire expressway began in June 2023 and is expected to be completed and put into operation in 2027. The project will contribute to the complete connection of the horizontal and vertical expressway systems in the region, opening up new development opportunities, connecting economic centers, seaports and international border gates, promoting the flow of goods, developing economic zones and industrial parks, and reducing logistics costs.

The Chau Doc - Can Tho - Soc Trang project is currently facing difficulties with the supply of leveling materials.

However, according to reports, the Chau Doc - Can Tho - Soc Trang project is currently facing difficulties regarding the supply of leveling materials. Specifically, for component project 2 through Can Tho, the demand for leveling sand is approximately 7 million . To date, although land clearance is basically complete (99.8%), contractors have only focused on constructing bridge sections. As for the road section, leveling sand only became available from mid-April after An Giang province handed over a sand mine on the Tien River with a total reserve of approximately 3.28 million . Can Tho is currently continuing to address these difficulties and contacting other provinces in the Mekong Delta to find additional sand sources for the project.

To address the difficulties regarding sand and fill materials for key projects in general, and the Chau Doc - Can Tho - Soc Trang project in particular, the Prime Minister has issued many decisive directives recently. Most recently, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to chair a meeting with leaders of relevant ministries, agencies, and several provinces in the Mekong Delta to definitively resolve obstacles and procedures related to material quarries this May. The Prime Minister also requested that agencies and localities in the region continue to coordinate closely and complete the procedures for exploiting quarries, including sea sand, resolving all issues related to raw material quarries for the project by May.

Later that afternoon, the Prime Minister and the central government delegation surveyed the site of the emergency embankment project to prevent landslides along the Tra Noc River (Binh Thuy District, Can Tho City) and listened to reports and proposals from Can Tho City leaders regarding the project to combat flooding and landslides, enhance adaptation to climate change, and combine urban beautification in Can Tho City. The emergency embankment project along the Tra Noc River has a total investment of over 272.4 billion VND, a length of nearly 2 km, commenced in July 2023, and is expected to be completed by the end of 2024. To date, the project has disbursed 54% of its budget, is ahead of schedule, and may be completed earlier than planned.

The Prime Minister inspects the site of the emergency embankment project to prevent landslides along the Tra Noc River in Binh Thuy District, Can Tho City.

Meanwhile, Can Tho has proposed a project to combat flooding and landslides, enhance climate change adaptation, and renovate urban areas. The project covers an area of ​​nearly 2,800 hectares, with a total investment of approximately 4,515 billion VND and an implementation period from 2024 to 2030.

According to Can Tho leaders, the investment in this project is significant not only for flood control in the inner city but also for contributing to urban beautification towards a civilized, clean, and beautiful environment, developing a synchronous and modern infrastructure system to meet the socio-economic development needs of the city. Regarding this project, the Prime Minister has agreed in principle and assigned the People's Committee of Can Tho City to coordinate with the Ministry of Agriculture and Rural Development and other relevant agencies to review and assess the impact, study the most effective plan, and report to the competent authorities for consideration and decision.
