TPO – The Ho Chi Minh City – Moc Bai expressway project (phase 1), spanning over 51km with 4 lanes, has a total investment of over 19,600 billion VND. The investment preparation and project implementation period is from 2024 to 2027.
On August 2nd, the Prime Minister approved the investment plan for the construction of the Ho Chi Minh City – Moc Bai expressway (phase 1).
Accordingly, this expressway has a total length of approximately 51km, with its starting point connecting to the Ho Chi Minh City Ring Road 3 (the section passing through Cu Chi district), and its end point intersecting with National Highway 22 (approximately Km53+850) in Ben Cau district, Tay Ninh province.
In terms of scale, the project involves the construction of a highway according to highway standards, with a design speed of 120 km/h and a cross-section of 4 lanes. Simultaneously, the project also includes the construction of infrastructure along the route, an intelligent transportation system, a toll collection system, etc., ensuring synchronization, efficiency, and compliance with current standards and regulations.
The investment preparation and project implementation period is from 2024 to 2027.

The project has a total investment of over 19,600 billion VND and is expected to be implemented under the public-private partnership (PPP) method, specifically a BOT (Build-Operate-Transfer) contract.
The investor/project enterprise responsible for arranging the capital for the PPP project is approximately over 9,940 billion VND, of which the investor's equity is nearly 1,500 billion VND, accounting for 15% of the total project investment as stipulated.
The state's capital contribution to the project is approximately over 9,670 billion VND, of which over 2,870 billion VND comes from the central government budget and over 6,800 billion VND from the local government budget (Ho Chi Minh City budget).
Regarding implementation, the Ho Chi Minh City People's Committee will preside over and coordinate with relevant agencies to prepare feasibility studies for component projects 1, 2, and 3; carry out appraisal and approval procedures for the component projects; and organize the project implementation in accordance with approved regulations and relevant laws.
The People's Committee of Tay Ninh province is organizing the preparation of the feasibility study report for component project 4, and implementing the procedures for appraisal and approval of component project 4 in accordance with the law.
The Ho Chi Minh City – Moc Bai expressway construction project aims to meet transportation needs, reduce congestion, and ensure traffic safety on National Highway 22; complete and put into operation a synchronized network of high-capacity, safe, and high-speed ring roads along the Ho Chi Minh City – Tay Ninh transportation corridor; and develop the Moc Bai – Ho Chi Minh City – Cai Mep – Thi Vai industrial-urban chain linked to the Trans-Asian economic corridor.
Furthermore, the project also helps promote socio-economic development of Ho Chi Minh City and Tay Ninh in particular, and the provinces of the Southeast region in general; creating momentum for linkage, promoting cooperation and development of the Southeast region with the Mekong Delta, the Central Highlands and the South Central region…
