Ms. Nguyen Thi Canh, a member of the Association of Retired Teachers in Phuong Lieu Ward, shared: “Driven by a passion for reading and a desire to spread reading culture to young people so that everyone appreciates books, I nurtured this idea and mobilized retired teachers and association members to participate. At the same time, I called on organizations and individuals to join hands in supporting and helping to create a reading space with a diverse selection of books, giving children and book lovers more choices when visiting the library.”

Currently, the library has approximately 10,000 books, newspapers, and magazines covering a diverse range of genres such as Party history, children's books, textbooks, culture and arts, law, economics , etc., all neatly organized and arranged for easy searching. Readers of all ages are present, but the majority are primary and secondary school students. In addition to the fixed daily opening hours from 7:15 AM to 10:30 AM and from 2:30 PM to 5:30 PM, the library also allows readers to borrow books to take home. The librarian duties are performed by members of the Ward's Association of Retired Teachers on a rotating basis.
Nguyen Dinh Bao Long, a student in class 7A3 at Phuong Mao Junior High School, shared: “I really enjoy reading, especially comic books and history books. In my free time and after school, my friends and I often go to the library to read.” Ms. Nguyen Thi Van from Mao Doc neighborhood expressed: “Since the friendly library opened, I often bring my children there on weekends to read and share the content of good books, fostering their knowledge and love of reading.”
To encourage reading and attract readers to the library, the "librarians" also focus on improving service quality, regularly changing the way books are displayed and arranged to create an impressive and lively space; sharing and guiding children in selecting and consulting books and stories suitable for their age; and organizing traditional cultural activities and folk games to attract young people to participate and limit the use of phones and computers. From there, the model began to prove effective. Initially, the library received an average of 15 to 17 readers per day, but now it welcomes about 30 readers who come to read and learn about various types of books.
