In the context of scientific and technological development, the shift from research activities to technological development and innovation plays an increasingly important role in national development.
Despite significant progress in scientific research and initiatives aimed at transforming research results into practical products, our country still faces many challenges in creating an effective innovation ecosystem, ranging from mechanisms, policies, infrastructure, human resources, and collaborative relationships between research institutes, universities, and businesses.
In this context, Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, with its groundbreaking perspectives, is considered by scientists to lay an important foundation for creating a complete ecosystem where scientific research not only generates knowledge but is also transformed into technology, applied in practice, and promotes innovation.

According to experts, many countries have successfully built innovation ecosystems, putting scientific research into practice and promoting technological development. For example, countries like the United States, Japan, and South Korea have policies that encourage close cooperation between universities, research institutes, and businesses; the innovation system is not only supported by the government but also actively participates in the private sector, with venture capital funds and businesses constantly seeking opportunities to transform scientific inventions into commercial products…
Vietnam has achieved some success in transitioning from scientific research to technological development. Several large enterprises have pioneered the application of research results into practice, such as Vingroup, FPT, and BKAV.
These successes not only help to enhance Vietnam's position in the international market but also create momentum for other businesses to pursue innovation.
To promote this shift, many argue that a clear and transparent legal framework is needed for the commercialization of research results, protecting the rights of researchers and creating opportunities for businesses to access new technologies without the current legal risks.
In addition, there is a need for financial support policies and tax incentives for research and development activities of enterprises to encourage enterprise investment in technology development.
Currently, businesses, especially small and medium-sized enterprises (SMEs), still face many difficulties in accessing funding for research and development. Many businesses suggest that resources should be focused on foundational and overarching technology research projects.
One of the most important factors in promoting technological development is close cooperation between research institutes, universities, and businesses to effectively bring research results from the laboratory to the market. Therefore, policies are needed to encourage cooperation, such as funding for joint research and tax breaks for businesses participating in joint research projects.
From the scientists' perspective, it's crucial to identify societal needs in order to develop technological research projects. Novelty in research should address the potential for practical application, for example, the ability to introduce new products or services to the market or new production processes into manufacturing.
Key laboratories should be opened for shared use by businesses to leverage resources, promote business participation in research, and accelerate the emergence of breakthrough technologies for national development.
Budget allocation for research and development activities must be implemented rigorously through a fund mechanism, via science and technology development funds, in order to meet the timeliness of research activities and promptly provide technologies to serve socio-economic development.
Businesses need to strengthen public-private partnerships to support the implementation of programs and projects, and to commission research from research institutes and universities. Large businesses need to be pioneers in research, application of science and technology, and innovation to become leading enterprises. To promote the development of disruptive technologies, technology companies will need to cooperate with leading technology companies worldwide; therefore, regulations guiding this cooperation are needed to direct businesses towards long-term benefits.
