The Quang Ninh Health sector has been affirming its pioneering role in applying information technology, in parallel with the implementation of a smart healthcare system and digital transformation in the healthcare field, serving the people more quickly, accurately, and safely.

To develop science, technology, innovation, and achieve a strong breakthrough in digital transformation in healthcare , the sector is focusing on two main tasks alongside the province's digital transformation: building a centralized database that is interconnected with the National Data Center; and implementing a campaign to clean and enrich electronic health records.

Quang Ninh's health sector has aimed to build a smart healthcare ecosystem, including: digital hospitals, telemedicine, nationwide electronic health records, and comprehensive digital healthcare payments; promoting the application of artificial intelligence (AI) and big data in diagnosis, treatment, scientific research, and policy planning…

Simultaneously, the sector is implementing numerous highly specialized digital transformation tasks to serve management and operation, such as: positioning, connecting, and applying Internet of Things (IoT) technology in coordinating emergency transport; building a smart emergency operations center in Quang Ninh province; integrating, connecting, and establishing a centralized medical database in Quang Ninh province and linking it to the National Medical Data Center; developing software and solutions for coordinating and connecting centralized medical data in the fields of disease prevention, public health, and population in Quang Ninh province; implementing the connection and authentication of medical databases with the National Population Database; providing health insurance-covered medical examinations and treatments using chip-embedded citizen identification cards to replace health insurance cards; linking medical data with the National Public Service Portal; linking data with the national prescription system; completing the trial linking of some medical data with the Provincial IOC Operations Center…

By 2025, Quang Ninh will become one of only two localities nationwide to achieve 100% deployment of electronic medical records (HIS) in public health facilities, ensuring seamless connectivity with the Vietnam Social Insurance system. Over 95% of public medical facilities have adopted electronic prescriptions and integrated them with the VssID application, standardizing prescription processes, drug management, and convenience for patients during treatment. 100% of pharmacies have implemented electronic prescription connectivity, and comprehensive health insurance payments using citizen identification cards have been implemented, creating a foundation for modern healthcare management. Currently, Quang Ninh province manages the health of 1,416,258 people (over 97%), linking 578,036 health records with the Ministry of Public Security's VNeID application, ranking 4th nationwide. Units within the health sector maintain effective remote medical examination and treatment connections with 11 central hospitals. The directive is to promote the use of artificial intelligence software and chatbot applications (Chat GPT, Deepseek, Copilot, etc.) to support clinical diagnostic suggestions, personalized treatment plan recommendations for patients, and medical record summaries at several healthcare facilities.

From 2025 to the present, the entire sector has recognized 754 tasks, including 668 projects and 86 grassroots-level initiatives, and proposed the recognition of the effectiveness and scope of application throughout the province for 5 initiatives… Notably, at the 10th Quang Ninh Provincial Technical Innovation Competition in 2024-2025, the sector submitted 41 solutions, winning: 2 first prizes, 2 second prizes, 3 third prizes, and 4 consolation prizes.

The sector has also accelerated administrative procedure reforms; currently, the total number of administrative procedures under the management of the Department of Health is 164 (administrative procedures have been reviewed and reduced by 30% in processing time compared to regulations).

Digital transformation in Quang Ninh's healthcare sector is deepening, bringing practical benefits to both citizens and management agencies: from the integration of citizen identification cards and health insurance cards, the comprehensive implementation of electronic medical records, to the application of AI, cashless payments, and remote health consultations. All with the goal of benefiting the people in healthcare.
