For many years, the Phu Tho Customs Branch has consistently achieved outstanding results in collecting state budget revenue. In 2024, despite the significant impact of the global and domestic economic and political situation, as well as the complex developments of natural disasters and weather, Phu Tho Customs, closely following the direction of the Government and higher-level Customs authorities, was determined to turn challenges into opportunities and strive to achieve the highest possible results in the planned targets.

Trade facilitation
Recognizing that the import and export activities of businesses are a top priority and a key factor in determining revenue collection, the Phu Tho Customs Branch has resolutely implemented many breakthrough solutions to facilitate trade, attract investment, and unblock the flow of import and export goods in the area, contributing to the recovery and development of the local economy . Many specific actions to reform administrative procedures have been implemented by the Customs Department, such as applying the VNACCS/VCIS system, allowing businesses to carry out customs procedures, specialized inspections, and other procedures at a single point. This helps reduce time and costs for businesses and enhances transparency. In addition, the Customs Branch has actively deployed an electronic positioning seal system to serve the monitoring of goods under customs supervision transported in containers.
To maximize convenience for businesses in customs clearance procedures, the Customs Sub-Department is promoting the implementation of online public services at level 4 for all operational stages. All customs clearance procedures for businesses are completed in seconds for green channel documents, no more than one hour for yellow channel documents if valid, and immediately upon confirmation that the goods have passed the physical inspection in accordance with regulations. Specialized inspections of import and export goods have been reduced to below 15%, and the list of goods, products, and procedures has been simplified by 50%. To improve the efficiency of post-clearance inspections, the Sub-Department is focusing on innovating methods for reviewing green channel documents, checking the value of import and export goods, HS codes, Certificates of Origin (C/O), and inspecting declarations of types A12, B11, etc.
The effective use of remote surveillance camera systems at Thuy Van ICD Port in the province simplifies customs procedures for monitoring export processing enterprises, facilitating quick customs clearance and reducing direct contact between customs officers and businesses. To promptly address emerging issues, Customs has improved its goods inspection process by applying risk-based inspection methods within its operational procedures, allowing for the concentration of resources on high-risk shipments and thus reducing delays for other shipments.
The Customs Sub-Department has also strengthened cooperation with relevant agencies such as plant quarantine, health , and security to ensure smooth and efficient customs clearance. Significant improvements in minimizing procedural "barriers" and enhancing risk control have helped the Sub-Department attract more businesses to conduct customs procedures... In 2024, it attracted 70 new businesses from other provinces to conduct customs procedures. In addition, the integration of information technology into customs processes has optimized document processing and risk management; the Sub-Department's efforts in administrative procedure reform and the application of information technology in managing and monitoring goods have contributed to reducing time and costs for the business community.
The Customs agency's reform efforts have yielded positive results, contributing to the growth and competitiveness of the economy.

Boosting budget revenue
In 2024, the Phu Tho Customs Department was assigned a revenue collection target of 480 billion VND. To achieve the highest possible results, from the very first days and months of 2024, the Customs Department developed key programs and plans, directing specialized departments to decisively and comprehensively implement revenue collection solutions.
Accordingly, the Sub-Department proactively reviews and assesses revenue sources, analyzes objective factors affecting state budget revenue collection results to develop and implement solutions to increase revenue and prevent revenue loss; closely monitors revenue fluctuations, develops monthly and quarterly revenue collection plans to manage revenue collection, nurture revenue sources, and ensure the completion of the year's budget revenue collection targets. It strengthens sharing and collaboration with businesses, developing Customs-Business partnerships and relationships with relevant parties to create conditions for the business community and relevant parties to fully and promptly understand newly issued policies and legal regulations on customs and taxes on import and export goods... contributing to improving the management and law enforcement capacity of each party.
The Sub-Department also regularly organizes thematic conferences to thoroughly assess the impacts and effects on the progress and results of state budget revenue collection, identifying early on to focus on exploiting revenue sources in the area. At the same time, it closely coordinates with other forces in combating budget revenue losses through monitoring and inspecting customs procedures, conducting specialized inspections, combating smuggling and trade fraud, and improving the efficiency of import and export activities.
In 2024, the province's total import and export turnover is estimated at US$30.25 billion, an increase of 55.2%. Of this, exports reached US$15.45 billion, an increase of 39.6%, placing Phu Tho among the top provinces contributing significantly to the country's import and export figures, and demonstrating the strong and sustainable recovery of production and business activities in the province. A prime example is the export of electronic components, machinery, and electrical equipment, which reached US$13.7 billion (an increase of 45.9%). Imports also recorded a high increase, reaching US$14.8 billion, up 75.8% compared to the same period.
Along with the growth in import and export turnover, some businesses have implemented the import of machinery and equipment for approved investment projects, and the import and export turnover of taxable goods has increased, leading to an increase in tax revenue through import and export activities, contributing to the province's total budget revenue. It is estimated that by December 31, 2024, tax revenue through import and export activities will reach 600 billion VND, achieving 125% of the assigned target.
Mr. Nguyen Thai Binh, Head of the Phu Tho Customs Branch, stated: With the motto "professionalism, transparency, and efficiency," Phu Tho Customs continuously innovates its management methods, leading the way in administrative procedure reform and customs modernization, facilitating import and export activities. On the one hand, the unit creates favorable and open conditions for trade development; on the other hand, it actively prevents negative phenomena; tightens discipline and order, closely manages and supervises the work process, and enhances awareness, responsibility, public service ethics, and professional ethics. Along with this, it innovates the way it cooperates with partners, building Customs-Business cooperation relationships based on the strengths, capabilities, and cooperation needs of businesses and relevant parties.
In 2025, with the global and domestic situation expected to continue to fluctuate and the workload increasing, the Customs sector will continue its efforts to address challenges, simplify administrative procedures in the customs field, and combat smuggling and trade fraud. From there, the goal is to achieve a "dual" objective: maximizing trade facilitation while ensuring safety, security, and preventing revenue loss to the highest degree.
