Senior Lieutenant General Trinh Van Quyet, Member of the Party Central Committee, Vice Chairman of the General Department of Politics of the Vietnam People's Army, Chairman of the Council chaired the meeting. The project was chaired by the National Defense Academy, with Senior Lieutenant General Luong Dinh Hong, former Political Commissar of the National Defense Academy, as the project leader.

The Council agreed on the assessment: The topic was researched closely, meticulously, seriously, ensuring quality, according to process, plan and schedule.
