Recently, the People's Committee of Tinh Bien Town has directed the Department of Agriculture and Environment to develop a plan to implement Decision 58/2019/QD-UBND and Decision 24/2024/QD-UBND of the Provincial People's Committee regarding the statistical survey, periodic inspection, and evaluation of agricultural, forestry, and aquatic product production and business establishments that meet food safety requirements; and to inspect establishments that are not subject to food safety certification. Simultaneously, approximately 340 million VND has been allocated for food safety management tasks from 2020 to the present.
Regarding public awareness campaigns, the People's Committee of the town requested the Department of Agriculture and Environment to coordinate with the Town's Vocational Education and Continuing Education Center to organize vocational training and integrate knowledge about food safety for residents and production and business establishments in the agricultural, forestry, and fisheries sectors in the area. This will help business owners understand legal regulations on food production and raise public awareness in choosing and using safe products.
Currently, the specialized department of Tinh Bien town is compiling statistics and managing 75 food production facilities in the agricultural, forestry, and fisheries sectors, including products such as various types of fish sauce, dried fish, palm sugar, pork sausage, dried tamarind, dried salt, and many other food items. In addition, they have assessed and issued certificates of eligibility to 62 facilities, renewed certificates for 13 facilities, and received product declaration dossiers from 28 facilities. The People's Committee of Tinh Bien town has directed the Department of Agriculture and Environment to coordinate with specialized units to collect samples for monitoring at production facilities according to plan.

In its inspection and supervision work, the People's Committee of the town organizes inter-agency inspection teams to inspect establishments during holidays, Tet (Lunar New Year), or during the annual Food Safety Action Month, aiming to ensure product quality and protect consumer health. In 2024, food safety inspections were conducted at 85 food service establishments and 175 food businesses. As a result, 25 establishments were reminded about their eligibility certificates and other hygiene requirements that were not met.
In accordance with Circular 17/2018/TT-BNNPTNT of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment), the People's Committee of the town assigned and delegated to the People's Committees of communes and wards the responsibility of organizing the signing of commitments with food production establishments. With the active support of provincial departments and agencies, the efforts of the People's Committee of Tinh Bien town and specialized units have helped strengthen food safety management. Organizations and individuals involved in food production and business in the agricultural, forestry, and fisheries sectors have shown concern and responsibility in protecting consumer health. Information dissemination, propaganda, inspection, and supervision are also carried out regularly and continuously by specialized agencies, contributing to improving the effectiveness of food safety assurance. However, specialized agencies still face certain difficulties in achieving the goal of ensuring food safety in the locality, such as: the low level of awareness and responsibility of some production facilities regarding compliance with food safety laws; difficulties in reviewing, compiling statistics, and inspecting production and business establishments due to the large number of establishments, unstable operations, and wide geographical area…
To improve management efficiency and ensure food safety in the agricultural, forestry, and fisheries sectors in the area, the People's Committee of Tinh Bien Town continues to strengthen the dissemination of legal regulations on food safety. It widely publicizes regulations related to administrative penalties for violations in the field of food safety to the people and owners of agricultural, forestry, and fisheries production and business establishments. It continues to train and provide professional development for officials working in food safety management in the agricultural, forestry, and fisheries sectors. It develops and implements plans for inspection, monitoring, and post-inspection of quality management and food safety in the area. It conducts assessments, evaluations, classifications, and the issuance and renewal of food safety certificates; and conducts periodic assessments and evaluations according to legal regulations for food production and business establishments under its management.
In addition, strengthen the inspection of the implementation of commitments by small-scale primary producers according to Circular 17/2018/TT-BNNPTNT of the Ministry of Agriculture and Environment in communes and wards.
