Tien Giang accelerates public investment.

2025 marks the year Tien Giang province will receive the highest public investment capital during the 2020-2025 term. From this capital, the province has implemented many key projects of strategic importance in socio-economic development. To accelerate the disbursement of funds, the province is focusing on removing obstacles and implementing solutions to speed up public investment.

FOCUS ON IMPLEMENTATION

The province's public investment plan for 2025 is over 7,002 billion VND; of which, local budget funds account for over 4,138 billion VND, and central government budget funds account for over 2,863 billion VND. Based on the allocated funds, investors have focused on implementing projects according to the plan.

According to Huynh Tuan Dung, Vice Chairman of the People's Committee of Go Cong City, in 2025, there will be 15 projects using provincial budget funds in the city. To date, the city has completed 1 project; 6 projects are under construction. The remaining 8 projects are still undergoing procedures for implementation, and the city aims to begin construction before June 2025.

To date, the disbursement rate of provincial funds has reached 14.5%. In addition, Go Cong City has 54 projects using city funds. Currently, 32 projects have been completed, 16 are under construction, and 5 have been halted. The 5 projects were halted due to administrative unit restructuring. The disbursement rate of city budget funds has reached 44.7% (50.8/113 billion VND).

In the coming period, the city will focus on accelerating the disbursement of public investment capital, especially for completed projects. In particular, the City People's Committee will direct relevant departments to expedite the disbursement of funds for projects using provincial capital.

According to the People's Committee of Cai Be District, recognizing public investment as one of the key tasks in socio-economic development, the locality has focused on implementing it decisively since the beginning of the year. In 2025, the district has 2 projects using central government budget funds, with a disbursement rate of 13.7% to date. In addition, the district also has 42 projects using provincial budget funds. To date, the disbursement progress has reached nearly 146/482 billion VND, or 30.2%.

According to the leaders of the Tien Giang Provincial Project Management Board for Investment and Construction of Transportation Works, the unit's allocated capital plan for 2025 is over 782 billion VND to implement 8 transitional projects, including: Roads serving industrial development in the East; Upgrading and expanding Provincial Road 879B from Go Cat Bridge to the Long An border; Upgrading and expanding Provincial Roads 861, 863, and 869 (connecting Tien Giang and Dong Thap provinces); Component Project 2 of Provincial Road 864 Project; Road for the development of the Dong Thap Muoi region (phase 1); Provincial Road 879C; Tan Phong Bridge, Cai Lay district; Provincial Road 877C and the bridge over Cho Gao Canal (section from Provincial Road 879D to Provincial Road 877). The estimated implementation rate is over 25%. To date, the unit has completed and put into use Section 1 of Component 2 of the Provincial Road 864 Project; Tan Phong Bridge; and 4 bridges and culverts on Provincial Roads 861 and 863…

ACCELERATE

According to Phan Thanh Son, Vice Chairman of the People's Committee of Cai Be District, the district has been assigned as the investor for Component 1 of the Provincial Road 864 Project. This is one of the major projects that the district is focusing on implementing. To date, the locality has paid compensation and support to 481 out of 509 households, totaling 21.3 billion VND; 28 households have yet to receive compensation amounting to 2 billion VND. Currently, the project is undergoing bidding. In the coming time, the locality will focus on implementing projects to accelerate the disbursement rate of investment capital.

In 2025, the Tien Giang Provincial Civil and Industrial Construction Investment Project Management Board is focusing on implementing key projects such as: Component Project 2 of the Cao Lanh - An Huu Expressway Construction Project Phase 1, and the road connecting both banks of the Bao Dinh River… To date, the progress of Component Project 2 is basically on schedule.

The Bao Dinh Riverbank Road Project is also being prioritized for accelerated progress. In the coming period, the investor will continue to inspect and promptly resolve any difficulties and obstacles faced by contractors during the project's implementation. This will create favorable conditions for contractors to speed up construction.

According to the leaders of the Provincial Project Management Board for Investment and Construction of Transportation Works, the unit is currently coordinating with local authorities to accelerate the land clearance process for projects carried over into 2025.

This will expedite the disbursement of funds to compensate affected households and ensure timely handover of land for the project's construction, including the key Group A project, Component 2 of the Provincial Road 864 Project.

In the coming period, the unit will focus on accelerating the construction progress and acceptance of the implemented contract packages for commissioning and use. One of the important tasks is to commence new projects included in the 2025 public investment plan, such as: two bridges on Provincial Road 861, the section from Long Binh to Den Do under Component Project 2 (Provincial Road 864 Project), and Provincial Road 879C.

The unit will regularly inspect the construction site to promptly resolve any issues, accelerate construction progress, and ensure the quality of the projects, guaranteeing that construction and disbursement reach 100% of the allocated capital plan.

According to Deputy Director of the Department of Finance Nguyen Dinh Thong, by the end of April 2025, the disbursement rate of public investment capital in the province reached 24.6% (approximately 1,724 billion VND). Compared to the same period in 2024, the disbursement rate is slower.

However, compared to the national average, the province's public investment disbursement rate remains high to date. This is because the province has completed many projects in the medium-term public investment plan ahead of schedule, thus requiring the allocation of funds for new projects to be started in 2025.

Besides that, the province also faces some difficulties. Firstly, there are still obstacles related to 3 projects using central government budget funds. Secondly, there are issues with project appraisal, construction design drawings, and fire safety approval.

The Department of Finance requests that investors and districts pay close attention to coordinating with appraisal units to finalize and submit for approval as soon as possible in order to disburse these funds immediately.

Regarding the funds allocated to localities, the disbursement rate has only reached 15.8% to date; some districts have not disbursed any funds at all. Therefore, the Department of Finance requests that district-level authorities provide decisive direction to disburse these funds.

The Department of Finance will work specifically with localities that have low disbursement rates of these funds to understand the reasons. Issues within the Department's authority will be resolved; those under the authority of the Provincial People's Committee will be addressed through coordination with relevant departments and agencies, with the aim of advising the Provincial People's Committee on solutions to resolve the issues within May of this year.
