In Ho Chi Minh City, the "Comprehensive Digital Transformation Model for Con Dao Special Economic Zone - Smart Special Economic Zone," implemented by Vietnam Technology and Communications Joint Stock Company (VNTT, a member of Becamex Group) in collaboration with the local authorities, is gradually forming a synchronized digital governance platform.
Based on facts
To date, the smart operations center, socio- economic reporting system, and security and traffic monitoring system of the Con Dao Special Economic Zone have been established. All data is integrated on a digital map, helping local leaders monitor the situation, analyze it, and make quick and accurate operational decisions.
Assessing the necessity of this model, the leaders of the Con Dao Special Administrative Region People's Committee stated that for an isolated area in the middle of the ocean like Con Dao, centralizing data on a unified platform not only helps improve management efficiency but also overcomes limitations related to geographical distance, human resources, and administrative infrastructure.

Meanwhile, in Vung Tau ward, the priority is urban management in a densely populated area with many vibrant socio-economic activities. With the participation of Viettel Group, the locality is piloting a Dashboard system. This system allows for real-time monitoring of socio-economic development indicators, automatically compiles reports, alerts on indicators that are behind schedule, and supports local leaders in making data-driven decisions.
The People's Committee of Vung Tau ward is monitoring 42 indicators. A notable feature is the Digital Twin system, connected to the existing camera network, which utilizes artificial intelligence (AI) to identify license plates, detect traffic violations, sidewalk encroachment, illegal waste disposal, and identify unusual crowds or violent behavior in order to provide early warnings.

As a coastal city, Vung Tau welcomes hundreds of thousands of tourists every year. Therefore, in addition to monitoring traffic, security, and environmental sanitation, the aforementioned system also integrates a feature to warn residents and tourists when they move to areas of the sea with potential safety risks, such as rip currents, strong currents, or areas where swimming is prohibited.
Strategic mission
Con Dao Special Zone and Vung Tau ward are two of the three localities designated by Ho Chi Minh City to pilot two groups of smart city development models. The remaining locality is Phu Nhuan ward.
Based on field surveys and assessments of the current situation, Phu Nhuan ward is implementing smart urban amenities similar to those in Vung Tau ward, in collaboration with Viettel Group.
Director of the Ho Chi Minh City Department of Science and Technology, Lam Dinh Thang, confirmed that the implementation of smart city development at the commune level is a strategic task aimed at concretizing the city's policy of promoting digital transformation and building a digital government, helping local leaders make decisions based on accurate and timely data.
The city's main focus in the coming period is to finalize the set of criteria, standards, and reference models to gradually replicate them throughout the entire area. This will create a foundation for interconnected data sharing, contributing to the development of a modern and safe urban environment, as well as enhancing the effectiveness and efficiency of public administration.
The Department of Science and Technology will continue to coordinate with Viettel, Becamex, the Ho Chi Minh City Digital Transformation Center, and other relevant units to conduct surveys and select additional wards and communes with suitable needs and conditions for pilot implementation. Simultaneously, the city will research additional issues such as urban order management, environment, tourism, technical infrastructure, social welfare, flood warning, resource management, and specific operational solutions tailored to each locality.
Improving the quality of life for the people.
Ho Chi Minh City People's Committee Vice Chairman Nguyen Manh Cuong noted that the three localities piloting the smart city model all possess highly unique characteristics within their urban spaces.
The practical operation of the two-tiered local government model necessitates research into more modern, efficient, and intelligent operational methods. Therefore, a smart urban management model, combined with the application of science and technology, is expected to help local governments manage and operate effectively.
According to Mr. Nguyen Manh Cuong, when leadership, direction, and operation of the system are based on a comprehensive data and information platform, management and administration will aim to serve and improve the quality of life for the people. When each ward, commune, and special zone is managed and operated according to the smart city model, governing a megacity like Ho Chi Minh City will achieve its goals more quickly.
The Vice Chairman of the Ho Chi Minh City People's Committee requested that agencies and units, even though this model is only a pilot project, must implement it in a substantive manner, closely linked to the practical needs of each locality and area. He emphasized that the pilot project is to refine the model, methods, and approaches, not to complete it and then leave it at that. Based on the practical experiences of different localities, the city will refine the methods, approaches, and model for wider application.
"The Ho Chi Minh City Department of Science and Technology has facilitated a sponsorship from Saigon Commercial and Industrial Bank (SCIB) for 10 smart kiosks, which will be donated to 10 localities. These localities have a real need and sufficient human resources and technical capabilities to operate the smart kiosks."

Representatives from the Vung Tau Ward People's Committee stated that being selected to pilot the smart city model is an opportunity for the locality to improve the quality of management and services for its citizens.
Vung Tau is a densely populated area with a large number of tourists, making real-time urban management essential. According to representatives from the Vung Tau Ward People's Committee, the solutions being implemented not only help local leaders quickly grasp the socio-economic situation, security and order, and environmental sanitation, but also support early forecasting and warning of emerging issues. In particular, the maritime hazard warning feature is expected to contribute to ensuring the safety of tourists and building Vung Tau's image as a modern, civilized, and livable destination.
