Yen Lap is a mountainous district of the province with approximately 80% of its population being ethnic minorities, residing in 17 communes and towns. Over the years, Yen Lap district has effectively utilized support funds from the central and provincial governments, while also mobilizing various resources to focus on socio -economic development in ethnic minority and mountainous areas, and effectively implementing ethnic policies...

In parallel with other National Target Programs, the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Regions for the period 2021-2025 has gradually and effectively exploited the potential advantages in the area, creating jobs for tens of thousands of working-age people with stable incomes.

Providing support to disadvantaged areas.

With funding from the Program, My Lung commune received investment for 900m of rural road.

From the Program's funding, the district has invested in particularly disadvantaged communes, including commune CT29, to build, repair, maintain, and repair transportation, irrigation, school, and cultural center infrastructure; support production development and livelihood diversification; replicate poverty reduction models; and provide capacity building training for communities and grassroots officials... Through these efforts, the district has supported ethnic minority communities in developing their economy, reducing poverty, and improving their material and spiritual lives.

In 2023, the Program supported 50 houses (under Project 1); provided vocational retraining support for over 300 individuals and supported over 1,000 individuals with decentralized access to clean water; invested in 2 infrastructure projects for the resettlement and stabilization of residents in My Luong and Luong Son communes; completed the acceptance of 6,434 hectares of existing forest; and constructed classrooms, dormitories, staff housing, and auxiliary facilities at Trung Son A Ethnic Boarding Primary School and Trung Son Ethnic Boarding Secondary School.

The progress of the projects has been basically completed, with final preparations for handover and commissioning underway. One new project will commence in 2024 (the staff housing and auxiliary facilities for Trung Son A Ethnic Boarding Primary School)...

Comrade Dinh Hai Nam - Vice Chairman of the District People's Committee, said: "Social welfare policies and ethnic policies continue to be concretized and implemented fully, promptly, and effectively by the district. Ethnic minorities live together in harmony and solidarity, trusting in the leadership of Party committees at all levels and the management and administration of government agencies at all levels; they comply well with the Party's guidelines and policies, and the State's laws; and they preserve and promote the fine cultural traditions of their ethnic groups."

Accordingly, the people have proactively overcome difficulties, actively engaged in production, participated in campaigns and patriotic emulation movements, and implemented local socio-economic development programs and policies... contributing to the successful completion and exceeding of set targets and tasks.

As a result, the socio-economic situation in the area has seen many positive changes, and infrastructure has been gradually built in a synchronized manner, with 100% of hamlets and residential areas having access to the national power grid; and 100% of roads leading to the centers of communes and towns being paved.

Average per capita income ranges from 33-35 million VND/person/year. Other public welfare facilities have been renovated and upgraded; infrastructure and educational quality have been strengthened and improved, ensuring teaching and learning standards for students. Healthcare facilities perform well in emergency services, care, protection, and improving the health of the people. Currently, 16 out of 17 health stations meet national standards for healthcare.

Cultural infrastructure has received significant investment. Information and communication work has been given special attention. 100% of residential areas have public address systems and community centers, and are covered by mobile phone networks. Culture and sports are widespread and their quality is constantly improving. Annually, 80% of residential areas achieve the status of "cultural residential area," and 85% of families meet the standards of "cultural family."

My Lung Primary School has been equipped with a computer room containing 20 computers and a projector, meeting the teaching and learning needs of the school's teachers and students.

Historical sites and cultural heritage are preserved and developed in conjunction with tourism, creating a sustainable foundation for the development of traditional cultural values ​​such as the coming-of-age ceremony of the Dao Quan Chet people, the New Year's dance... National target programs clearly demonstrate their effectiveness through annual socio-economic growth figures, and the lives of the people in the district are becoming increasingly stable and prosperous.

Through investigation and review, the poverty rate in the area has been decreasing year by year, especially among ethnic minority households.

To reduce the poverty rate, particularly among ethnic minorities, as targeted by the National Target Program for socio-economic development of ethnic minorities and mountainous regions, Yen Lap district continues to implement the program based on documents from the Government, central ministries and agencies, and the province.

The district proactively reviews and thoroughly studies the practical situation, develops plans, allocates budgets, and assigns appropriate budget estimates for programs, projects, and sub-projects: addressing the shortage of residential land, housing, production land, and clean water; arranging, relocating, and stabilizing the population in necessary areas; investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas; constructing roads to the center, inter-commune roads, and bridges connecting communes in Zone III and disadvantaged villages; developing education and training, improving the quality of human resources; preserving and promoting traditional cultural values...
