The story of Mr. Nguyen Van Luyen in Tran Hung Dao ward is a clear example. Starting from scratch with nothing but his bare hands and a small aluminum and glass workshop, Mr. Luyen gradually built his career. Thanks to access to preferential loans from the youth entrepreneurship support program through the Youth Union, he was able to expand production and invest in modern machinery.
From initial small orders, Mr. Luyen's mechanical workshop gradually developed steadily, creating jobs for many local young people with incomes ranging from 9 to 12 million VND per person per month. Mr. Luyen's success stems not only from his personal efforts but also from the timely support of youth support policies. "Without timely support from startup capital, I probably wouldn't have had the favorable economic conditions I have today," Mr. Luyen shared.
In reality, the biggest obstacles for young people when starting a business are capital and experience. Recognizing this, the city has implemented many projects such as the "Preferential Credit Program to Support Youth Entrepreneurship in the period 2021 - 2025" and the "Support for Hai Phong Youth Entrepreneurship in the period 2019 - 2025". Through the coordination between the Youth Union and the Social Policy Bank, hundreds of startup projects have accessed preferential capital, opening up opportunities for production and business development.
Beyond financial support, youth organizations at all levels are also focusing on enhancing the capacity of young people through training courses in management skills, digital transformation, circular economy, and environmental protection. Models such as circular VAC (gardening, animal husbandry, and aquaculture), green agriculture , and environmentally friendly production are being developed, aligning with current trends and contributing to sustainable development.
Support activities for youth entrepreneurship at the grassroots level are also becoming increasingly diverse. In Tran Nhan Tong ward, models such as "Youth engaging in economic activities" and "Youth helping each other develop economically" have proven effective, creating an environment for youth union members to learn, share experiences, and develop together. This strong connection contributes to minimizing risks and increasing the chances of success for startup projects.
The city also pays special attention to organizing vocational training and job placement for demobilized soldiers. To ensure demobilized soldiers have convenient and easy access to information, thereby enabling them to make appropriate career choices, in 2026 the city will develop and digitize a set of career counseling and job placement materials, integrating information on recruiting businesses, training institutions; employment and vocational training support policies; loan options and overseas employment...
In particular, the city is implementing many policies to support vocational training for learners at the intermediate, college and above levels, linking training with commitments to long-term employment in the city; prioritizing the development of 9 key sectors and professions in line with the development orientation of industry, services, logistics, healthcare, education and urban areas.

Spreading the innovative startup ecosystem.
While startups used to be mostly individual ventures, the development of a startup ecosystem is now becoming a crucial driving force, empowering young people to confidently start their own businesses. Hai Phong is gradually building a favorable environment where managers, experts, businesses, and startups can connect, share, and support each other.
One of the highlights is the "Creative Startup Café" model – an open dialogue space where ideas are exchanged, debated, and refined. Unlike traditional seminars, which are academic in nature, the program creates a friendly environment that encourages interaction between participants and speakers. Here, students and startups can directly ask questions, receive feedback, and learn practical experience from experts and entrepreneurs.
In addition, the city maintains and develops support platforms such as the Innovation and Startup Portal, co-working spaces, and consulting and training programs. These platforms not only provide information but also help startups access necessary services, from product promotion to market connections.
Furthermore, according to the Hai Phong Employment Service Center (Department of Internal Affairs), in 2025, the center will be a pioneer in applying digital transformation, implementing an online livestream recruitment model, connecting to 20 provinces and cities nationwide every week. Online interviews via links, at times attracting up to 3,500 viewers per session, help many workers, especially students and trainees with IT skills, easily access recruitment information anytime and anywhere...
