The Party uses its ruling power to influence the State and society in order to serve the people and be responsible to the nation according to the motto of the Party leading, the State managing, and the people mastering. From the victory of the revolution, when the leading Party becomes the ruling Party, it is a condition for the Party to realize its revolutionary goals, but at the same time, if we are not fully aware to prevent it, it will lead to abuse of power, life and death. trust in power, alienation from the people and degeneration. Therefore, the method of linking leadership with the Party's authority is very important in building and correcting the Party.
The Party's leadership and ruling methods include all ways, forms, measures, processes, regulations, regulations, working styles, etc., which the Party uses its power to influence and dominate. The State and society in order to implement the Party's political platform and lines are worthy of the role, position and responsibility of a single Party leading and ruling.
