US intelligence is inviting more partners.

In its recently released National Intelligence Strategy 2023 (NIS 2023), the U.S. Intelligence Community (IC) identifies a strategy to diversify its partnerships.

The Office of the Director of National Intelligence (ODNI) – an agency established by the U.S. Congress in 2004 and responsible for overseeing the country's intelligence agencies – stated that the 2023 NIS outlines strategic directions for the Intelligence Directorate (IC) over the next four years. The IC comprises 18 agencies, including two independent agencies (ODNI and the Central Intelligence Agency - CIA), nine agencies within the Pentagon, and seven agencies within other U.S. departments and agencies.

The National Intelligence Service (NIS), first announced by the U.S. in 2004, outlines the IC's "clear responsibilities," including: integrating domestic and foreign intelligence capabilities to ensure there are no gaps in identifying threats to national security; conducting deeper and more accurate intelligence analysis; and ensuring that U.S. intelligence resources deliver current and future results. "Nearly 20 years after the initial strategy was released, the IC's responsibilities remain as clear as ever, even as the strategic environment has changed significantly," affirmed Avril Haines, Director of National Intelligence, in the NIS 2023 report.

The NIS 2023 identifies the need for the U.S. to prepare for an increasingly intense strategic competitive landscape. The document argues that long-standing technological and innovation leadership is fundamental to America's military and economic power. This will play a crucial role in enabling the U.S. to surpass rival nations and advance its interests.

According to NIS 2023, the IC will invest in innovation, and engage in more systematic collaboration with allies and partners to foster a shared understanding of technological and other risks and how to respond. The IC will improve its ability to accurately and promptly understand the intentions, capabilities, and actions of adversarial nations through enhanced knowledge of language, technology, and culture, leveraging Big Data, Artificial Intelligence (AI), and modern analytical methods. Simultaneously, the IC will strengthen its ability to understand how non-state actors use their growing resources and capabilities to exert unilateral or collective influence in ways that "may benefit or harm U.S. national security."

NIS 2023 also indicated that IC will focus on recruiting, developing, and retaining a talented and diverse workforce to operate as a unified community. Accordingly, IC's future success is determined by its ability to attract and retain highly qualified personnel based on diversity—a unique advantage the U.S. considers one of its unparalleled strengths. "Different backgrounds, perspectives, and experiences will strengthen our workforce, our ability to perform our tasks, and the trust of the American people," NIS 2023 emphasized.

Furthermore, NIS 2023 identifies IC as strengthening, expanding, and diversifying its partnerships. Its unparalleled network of allies and partners worldwide is considered IC's "most important strategic asset." IC is committed to expanding and strengthening these alliances and partnerships across all regions and on all issues to address challenges and seize opportunities.

While continuing to focus on existing relationships, including the "Five Eyes" intelligence alliance (comprising the US, UK, Australia , New Zealand, and Canada), IC will invest in new and more diverse partnerships, particularly with non-state actors such as private companies, NGOs, and research institutions. The ideas, resources, and actions of these entities are believed to increasingly shape the future of American society, technology, and economy.

"Whether we achieve our goals will depend on our ability to maintain a highly qualified and diverse workforce, as well as our ability to adapt and focus on addressing challenges in a rapidly changing environment. I believe we have the capability and the will to do so," Ms. Haines emphasized in NIS 2023.
