    The province has 6 district-level administrative units, including: Phu Ly city and Duy Tien, Kim Bang, Ly Nhan, Thanh Liem, Binh Luc districts.
    Following Ha Nam is Bac Ninh with 8 district-level administrative units, including Bac Ninh city, Tu Son town and six districts: Luong Tai, Thuan Thanh, Gia Binh, Que Vo, Tien Du, Yen Phong.

    In 1965, the National Assembly Standing Committee approved the merger of Nam Dinh and Ha Nam provinces into the new Nam Ha province. In 1975, Nam Ha province continued to merge with Ninh Binh province into Ha Nam Ninh province.
