According to the Statistics Department of the Ministry of Finance , the estimated GRDP results for the second quarter show that 10 out of 34 provinces achieved a GRDP growth rate of over 10% in the second quarter, including: Ha Tinh (12.88%); Quang Ninh (11.83%); Thai Nguyen (11.3%); Hai Phong (11.24%); Bac Ninh (11.14%); Phu Tho (10.95%); Ninh Binh (10.85%); Hung Yen (10.81%); Tay Ninh (10.37%); and An Giang (10.3%).

According to the statistics agency, the five provinces that contributed most to the country's GRDP growth rate in the second quarter and the first six months were: Ho Chi Minh City (21.78% and 21.9%); Hanoi (11.59% and 11.71%); Hai Phong (7.53% and 7.51%); Bac Ninh province (5.76% and 5.32%); and Dong Nai province (5.73% and 5.89%).
Overall, in the first six months, 24 out of 34 provinces experienced industrial and construction sector growth exceeding 10%. The top five provinces with the highest growth rates were: Ha Tinh (24.25%), followed by Lai Chau (17.07%), An Giang (16.80%), Ninh Binh (16.52%), and Cao Bang (15.56%).
The statistics agency also reported that four provinces had a six-month GRDP growth rate below 7%, with two of them significantly affected by the decline in electricity production and distribution due to unfavorable weather conditions. Most of these provinces rely primarily on agriculture, forestry, and fisheries, while the agricultural sector is vulnerable to weather, climate changes, fluctuations in transportation costs, and product purchase prices in both domestic and international markets. The industrial sector lacks large-scale investment projects, relies heavily on traditional export processing industries, and infrastructure projects face difficulties due to fluctuating construction material prices, raw material shortages, and land clearance issues, limiting the spillover effects on other economic sectors.

Regarding growth in the two largest economic, political, and cultural centers of the country: Hanoi and Ho Chi Minh City continued to grow steadily in the second quarter and the first six months of the year, with Hanoi growing by 8.10% and 8.22% respectively; and Ho Chi Minh City by 8.53% and 8.55%; contributing approximately 12% and 22% respectively to the national GRDP growth rate. The main drivers of growth in the second quarter and the first six months of the year for both Hanoi and Ho Chi Minh City came from the service sector, along with the recovery and development of the industrial and construction sectors.
Overall, in the second quarter and the first six months of 2026, the GRDP growth of localities continued its positive trend, especially in provinces and cities with well-developed industrial foundations, infrastructure, and thriving tourism and service sectors. Economic growth results varied significantly among localities. The group of localities with high growth rates were concentrated in provinces strong in processing industries, exports, and tourism. The group of localities with low growth rates mainly consisted of provinces dependent on agriculture, lacking large-scale industrial zones and projects, and facing difficulties due to weather, input costs, and consumer markets.
