Chau Doc City and the mark of the 23rd dialogue session.

Twice a year, a dialogue conference is held between the Party, the government of Chau Doc City, and the people. In May 2025, the conference will enter its 23rd session, marking 12 consecutive years. This will be the final dialogue before the city completes its historical mission.

People share their opinions.

The conference is organized by clusters of adjacent wards and communes, reporting to voters on the results of resolving petitions from the previous conference; summarizing the socio -economic situation over the past six months, and outlining some key tasks for the next six months. Old stories will be revisited, along with some new issues arising in the residential areas. Therefore, the conference always seems to have "something to talk about." People speak so the government can listen, and the government speaks so the people can understand.

For example, at the 23rd conference, the City People's Committee reported on the results of addressing opinions and recommendations from the 22nd dialogue. The locality requested Chau Doc Power Company to repair leaning power poles on the rural road in Chau Long 8 hamlet; assigned the Urban Order Management Team to fix collapsed and sunken manhole covers on Nguyen Tri Phuong street and several other streets in Chau Phu B ward. The Center for Culture, Sports and Broadcasting replaced the flags and banners at the welcome gate on Ton Duc Thang street, ensuring urban aesthetics. The Department of Economy, Infrastructure and Urban Planning coordinated with other departments to survey and replace traffic signs in Vinh My ward to suit the actual situation; conducting quarterly surveys and continuing timely replacements.

Residents of Chau Phu A ward requested repairs to the damaged and locally flooded section of Cu Tri road. This road is part of National Highway 91C, managed by the Department of Transportation (now the Department of Construction). The City People's Committee submitted a report, and the Department of Construction completed the repairs and patching. Residents of Vinh Chau commune requested the installation of weight limit signs on rural roads; and increased inspection and handling of vehicles exceeding weight limits, causing damage to the road surface. The Urban Order Management Team installed 6-ton weight limit signs at Vinh Chau commune square and on internal roads along canals 5, 10, and 12…

At the 23rd dialogue session, residents continued to express concerns about investing in upgrading and repairing several severely damaged roads that affect transportation; the issue of illegal livestock slaughter; the prompt issuance of land use right certificates; difficulties in accessing health insurance medical services due to transmission errors; and other solutions to improve people's lives. Mr. Huynh Thanh Hung (61 years old, residing in Vinh Te commune) expressed his frustration: “In Cay Cham hamlet, there are two sections of road that are constantly deteriorating, making it very difficult for students to go to school during the rainy season. The commune's health station is also in a similar situation, with leaks forcing them to cover the equipment, affecting the examination and treatment process. We hope these issues will be resolved soon.”

Each opinion and suggestion from the people was answered immediately at the meeting by the relevant departments and the People's Committee at the ward level. For issues requiring verification or personal information, the local authorities scheduled private meetings with the people, requesting them to provide documents and records as a basis for consideration and a specific response. The responses were public and supplemented from multiple perspectives, from the grassroots level to the city level, helping people better understand the local handling process and the difficulties and obstacles they are facing. The Standing Committee of the Chau Doc City Party Committee requested that the leaders of the communes and wards continue to coordinate with city departments and agencies to survey and develop a comprehensive medium-term public investment plan to repair degraded roads; strengthen inspection and penalties for people and vehicles violating road weight limits. They also requested that households sign commitments not to slaughter livestock illegally; promptly go to the scene to record and handle violations immediately upon receiving information from the people; and take strong and strict action against households that intentionally repeat the violations…

The dialogue conference also provided an opportunity for local authorities to promptly inform the public about new policies and guidelines of the Party and State. This time, the focus was on highlighting the benefits of reorganizing administrative units at the ward level and abolishing the district level, so that voters and the people understand, agree with, and actively contribute to building the new local government after the merger. Vice Chairman of the Chau Doc City People's Committee, Huynh Buu Toan, encouraged the people to contribute to the amendment of the 2013 Constitution: “The National Assembly is organizing a public consultation from May 6th to June 5th, via the VNeID application. People can open the application on their phones and follow the instructions or ask ward and commune officials for assistance. Everyone shares responsibility, aiming to maximize the contribution rate of Chau Doc City.”

Following this conference, some local leaders will complete their service and return to civilian life; others will continue their work, but in new positions. Therefore, many messages of gratitude and thanks were expressed, as Cao Xuan Ba, Standing Deputy Secretary of the City Party Committee and Chairman of the People's Council of Chau Doc City, shared: “We would like to express our gratitude to the people for taking the time to attend this conference. Over the past 12 years, the people have shown concern and offered many valuable and practical suggestions for building our homeland. From these suggestions, the local government has promptly grasped, focused on addressing, and reported back, receiving consensus and agreement from the people.”

The 23rd dialogue sessions concluded with farewells and promises for future meetings. Chau Doc City Party Secretary Lam Quang Thi emphasized: “This is the last dialogue under the name of Chau Doc City. Similar conferences will continue to take place in the future, but at the ward level. We hope that, regardless of administrative changes, our people will continue to make practical contributions to their homeland, without distinction between one ward and another.”
