Currently, Ho Chi Minh City has 336 traffic congestion hotspots, of which 186 are identified as high-risk areas concentrated in the central district and gateway routes such as National Highway 13, Binh Trieu 1 Bridge, Phu Cuong Bridge, National Highway 1, National Highway 51, National Highway 22, An Phu intersection, Cat Lai Port, Binh Duong Port, etc., forming massive traffic bottlenecks.

Faced with increasing traffic pressure, the city is focusing on accelerating the progress of gateway projects to reduce persistent congestion.

On the afternoon of October 16th, at a press conference on the economy and society of Ho Chi Minh City, a representative from the Ho Chi Minh City Department of Construction stated that city leaders and relevant departments have held numerous meetings and conducted site visits to identify difficulties and direct efforts to accelerate progress on projects such as the Ring Road 2 and 3, the An Phu intersection, and the My Thuy intersection.

With the Ring Road 2 project (sections 1 and 2), construction is expected to begin in November 2025 and be completed in 2027. Once completed, this route will connect localities in the east and west, relieving congestion on National Highway 13 and National Highway 1, two routes that frequently experience traffic jams.

The project to expand the Ho Chi Minh City - Long Thanh expressway (section from An Phu interchange to Ring Road 2) is expected to start construction in October 2025 and be completed in 2026. This is an important route to the eastern gateway of the city, and traffic congestion frequently occurs there.

Meanwhile, the An Phu intersection project (formerly Thu Duc City) is under construction. It is expected that the N2 overpass branch will be open to traffic before December 31, 2025, the HC1-02 underpass before January 15, 2026, and the entire project will be completed in 2026.

This project is expected to help improve traffic flow at one of the most complex intersections in Ho Chi Minh City, where the Ho Chi Minh City - Long Thanh - Dau Giay expressway, Mai Chi Tho road, and Luong Dinh Cua road meet.

Similarly, the My Thuy intersection construction project, connecting the access roads to and from Cat Lai port, is under construction and is expected to be completed in 2026. Once completed, it will help alleviate the long-standing traffic congestion on Dong Van Cong and Nguyen Thi Dinh routes.

In addition, the city is implementing projects to expand and upgrade National Highway 13 (from the beginning of Binh Trieu Bridge to the former Binh Duong border), National Highway 1 (from Kinh Duong Vuong Street to the Tay Ninh border), National Highway 22 (from An Suong to Ring Road 3), and upgrade the North-South axis (from Nguyen Van Linh Street to the Ben Luc - Long Thanh Expressway).

These projects are being implemented under the specific mechanism of Resolution 98, investing through public-private partnerships (PPP) and Build-Operate-Transfer (BOT), and have been approved in principle by the Ho Chi Minh City People's Council.

Install more traffic cameras at "bottlenecks".

In addition, the city will review and install more traffic cameras on national highways and complex intersections, adjust traffic signs, and rationally allocate lanes. Simultaneously, it will monitor traffic conditions through a surveillance system.

Updated information will be posted on billboards and sent to radio and television stations and newspapers so that people can choose appropriate routes and avoid passing through the construction area. In case of incidents or traffic congestion, rapid response teams will be mobilized to regulate traffic on the spot.
