Ho Chi Minh City establishes Civil Defense Fund.

Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh has just signed a Decision establishing the Ho Chi Minh City Civil Defense Fund in accordance with the Law on Civil Defense and Government Decree No. 200/2025/ND-CP.

According to the decision, the Ho Chi Minh City Civil Defense Fund is a non-budgetary state financial fund, operating on a non-profit basis, with legal personality, its own seal, and the right to open accounts at the State Treasury and legally operating commercial banks in Vietnam.

The fund is responsible for receiving, managing, and utilizing financial resources to support civil defense activities within the city. The fund's sources include voluntary contributions from domestic and foreign organizations and individuals, allocations from the Central Civil Defense Fund as decided by the Prime Minister , allocations from relevant non-budgetary state financial funds, and other legitimate financial sources as stipulated by law.

The establishment of the Civil Defense Fund is expected to contribute to strengthening the ability to mobilize social resources, enhancing the capacity to respond to emergencies, minimizing damage from incidents, natural disasters and catastrophes, and meeting the requirements of ensuring the safety of citizens and the sustainable development of the city.
