According to Mr. An, the pilot program for leasing a portion of sidewalks in some localities is progressing slowly. Specifically, only 7 districts have issued the list within their authority; 15 districts are behind schedule; 16 out of 22 districts reported on implementation results in the first quarter of 2024; 8 out of 22 districts reported on implementation in the first six months of 2024; and 5 out of 22 districts have implemented licensing and fee collection according to regulations (districts 1, 3, 4, 10, 12, etc.).

To date, the estimated amount of fees collected is approximately two billion VND, mainly focused on cultural activities, material transportation, and construction waste disposal... The District 1 People's Committee alone has collected fees for business activities, buying and selling goods on sidewalks.

Specifically, District 1 collected approximately 780 million VND; District 12 approximately 140 million VND; District 10 approximately 18 million VND...

Mr. An added that the management and collection of fees for the temporary use of a portion of the road and sidewalk in Ho Chi Minh City are carried out according to Decision No. 32 of the Ho Chi Minh City People's Committee and Resolution No. 15 of the Ho Chi Minh City People's Council.

The Department of Transport has issued guidelines for implementation and provided feedback to localities to finalize the list and proceed with implementation.

Previously, the Department of Transport had issued a document guiding the implementation of regulations on the temporary management and use of a portion of the road and sidewalk in Ho Chi Minh City, including the responsibilities of relevant organizations and individuals, procedures, forms, and illustrative drawings...

At the same time, from the beginning of 2024 until now, the unit has sent 27 documents to direct, urge, and guide the implementation of appropriate management and use of roads and sidewalks. However, the implementation situation remains very slow.
