This event is planned to be held every two years with the expectation of encouraging creativity, developing the potential in short filmmaking, and honoring outstanding works with rich artistic value and humanistic qualities, reflecting the spirit and qualities of the Vietnamese people. The symbol chosen for the Ho Chi Minh City Short Film Festival is the bee.

Professional and amateur filmmakers can submit projects to compete in three categories: feature films (maximum 45 minutes), documentaries (maximum 15 minutes), and animated films (maximum 10 minutes). There is no limit to the number of films submitted, and they must have been made between 2020 and 2023. The deadline for submitting applications and works is September 30th ( postmark date).
Films that pass the preliminary round will be selected for the next round to compete for prizes in each category according to the following structure: first prize (Golden Bee), second prize (Silver Bee), third prize, and honorable mention. Several awards will be given to the film crew, such as director, screenwriter, and actors. In addition, the organizing committee will award one Best Film award at the Ho Chi Minh City Short Film Festival, chosen by the organizing committee regardless of the film type.
To enrich and attract more attention to the event, the organizers also held a panel discussion on the topic "The Power of Short Films in Promoting Social Transformation and Development in Ho Chi Minh City," chaired by the Ho Chi Minh City Film Association, with the participation of experts and professionals in the film industry. This was seen as an opportunity for film enthusiasts who wanted to try their hand at short films to pursue their dream of feature films.
