Ho Chi Minh City: Vehicle registration and license plate issuance fees

Ho Chi Minh City is designated as Zone I, applying the corresponding fee rates to all its subordinate communes and wards, except for Con Dao Island.

On January 12th, representatives from the Traffic Police Department (PC08) of Ho Chi Minh City Police announced that the registration and license plate fees for road motor vehicles in the city will be applied according to Circular No. 155/2025/TT-BTC dated December 31, 2025, of the Ministry of Finance .

Accordingly, Ho Chi Minh City is designated as Zone I, applying the corresponding fee rates to all communes and wards under its jurisdiction, regardless of whether they are within or outside the city limits, except for the Con Dao Special Zone, which is subject to Zone II rates. Specifically:

In addition, the collection of registration and license plate fees for specialized motorcycles is carried out according to Circular No. 154/2025/TT-BTC dated December 31, 2025, of the Minister of Finance, with the following specific fee rates:

- Issuance of new, replacement, re-issuance, or temporary issuance of vehicle registration certificate and license plate: 140,000 VND

- Changing or reissuing a vehicle registration certificate without a license plate: 35,000 VND.

- Issuance of temporary vehicle registration certificate and temporary license plate: 49,000 VND.

- Re-stamping the chassis and engine numbers: 50,000 VND.

PC08 recommends that organizations and individuals, when carrying out vehicle registration procedures, proactively familiarize themselves with legal regulations and prepare complete documents as instructed to ensure that registration and license plate issuance are carried out quickly and in accordance with regulations.
