The Ho Chi Minh City Department of Construction has just submitted a report to the City People's Committee on the real estate market situation in the first five months of 2016, showing many positive indicators, reflecting a clear recovery trend of the market after a period of stagnation.

Regarding commercial housing development, from April 1st to May 26th, the Ho Chi Minh City People's Committee approved the investment policy and simultaneously approved investors for 3 projects.
In the first five months of 2026, the city approved investment policies and selected investors for 11 housing and urban development projects, an increase of 5 projects compared to the same period in 2025. These projects have a total scale of approximately 434.36 hectares, with a total investment of over 118,786 billion VND.
Across the city, 96 housing development projects are currently underway, comprising approximately 95,415 units, including 87,279 apartment units and 8,136 low-rise houses.
In addition, during the first five months of 2026, 20 commercial housing projects had their feasibility studies reviewed and were exempt from construction permits. Simultaneously, these 20 projects met the criteria for raising capital for future housing units, providing the market with 16,328 homes with a total floor area of over 1.63 million m².
Notably, the supply structure continues to heavily favor the high-end segment. Of the more than 16,300 eligible units for capital mobilization, 14,637 are in the high-end segment, 1,691 in the mid-range segment, while no new affordable housing products have appeared. This situation shows that balancing supply, especially housing that meets the needs of the majority of the population, remains a major challenge for the city's real estate market.
Regarding the development of social housing, worker accommodation, and housing for the armed forces, Ho Chi Minh City continues to accelerate the implementation of many projects.
Specifically, the city has completed and put into use a social housing project with 580 units; and at the same time, started construction on 3 more projects with 2,852 apartments.
To date, the city has 14 social housing projects under construction with a scale of approximately 11,600 units. In addition, 7 other projects with a total of 8,835 units have completed the procedures for construction permits or feasibility study reports and are expected to start construction in early July.
In addition, the Ho Chi Minh City Department of Construction continues to implement policies to support people's access to social housing. In the first five months of the year, the Department of Construction inspected and approved 557 applications for purchasing or renting social housing funded by the state budget.
