Comrade Tran Anh Dung, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired the conference at the Ninh Binh provincial branch. Attending the conference were Comrade Dinh Van Tien, Member of the Standing Committee of the Provincial Party Committee and Director of the Department of Agriculture and Environment; and representatives of the leaders of functional departments and agencies of the province.
According to the National Center for Hydro-Meteorological Forecasting, early on July 3rd, the tropical depression strengthened into Typhoon No. 1 of 2026. At 10:00 AM on July 3rd, the typhoon's center was located approximately 90km south of Hainan Island ( China ). The strongest winds in the center of the typhoon reached levels 8 and 9, with gusts up to level 11, moving northwest at a speed of about 10 km/h. From the night of July 3rd to the end of July 5th, 2026, the Northeast region and Thanh Hoa province are likely to experience heavy rainfall, generally ranging from 100-200 mm, with the Northeast region receiving 150-250 mm, and some areas exceeding 350 mm.
According to the Ninh Binh Provincial Meteorological and Hydrological Station, at 1 PM on July 3rd, Typhoon No. 1 was moving slowly in a west-northwest direction. This evening, the sea area off Giao Ninh, Giao Minh, Hai Quang, Hai Thinh, Rang Dong, and Binh Minh communes will experience strong winds of level 5-6, gusting to level 7-8, with rough seas. All ships, boats, anchorages, aquaculture areas, dikes, and seawalls are at high risk of being affected by thunderstorms, tornadoes, strong winds, and large waves.
On land, areas such as Yen Khanh, Yen Mo, Nam Dinh, Nam Truc, Co Le, Xuan Truong, Tam Chuc, Cuc Phuong, Nho Quan… are likely to experience strong gusts of wind, tornadoes, and lightning strikes that can uproot trees, damage houses, buildings, and infrastructure, and potentially endanger human lives.
The province currently has 2,065 boats with 6,109 workers and 782 huts/shacks/894 people tending to the lagoons and wetlands; the aquaculture area is 34,500 hectares; and 65 cage and raft farming facilities on the rivers. The area of rice planted throughout the province is 30,060 hectares…
Following the directives of the National Civil Defense Steering Committee and the dispatches from the Ministry of Agriculture and Environment, the Ninh Binh Provincial People's Committee issued Document No. 4510/UBND-VP3 dated July 1, 2026, on proactively responding to the tropical depression in the East Sea; and dispatches No. 03 and 04 on proactively responding to Typhoon No. 1 and the subsequent rain and floods. In the early afternoon of July 3, a ban on sailing was announced; flares were fired, and announcements were made to guide ships and boats to safe shelters to avoid the storm.
The Provincial People's Committee requests that departments, agencies, irrigation companies, and communes/wards organize regular and continuous monitoring and updating to proactively and promptly implement measures to respond to Typhoon No. 1 and the accompanying rain and floods with the most decisive spirit, proactively responding at the highest level, avoiding passivity and surprise in all situations, with the goal of ensuring the absolute safety of people's lives above all else.
Inspect, review, and practically implement dike protection plans, safeguard critical dike sections, areas where incidents have occurred but have not yet been addressed or rectified, and unfinished dike construction projects to ensure safety, especially critical dike sections directly facing the sea. Proactively carry out evacuation in certain areas when required; be ready to operate pumping stations and main drainage gates to drain water from urban areas, industrial zones, and protect agricultural production safely…
Speaking at the conference, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep requested that the Ministry's agencies provide appropriate and timely storm forecasts and warnings so that all levels, sectors, and localities have a basis for implementing effective response measures, ensuring the safety of people's lives and property. Provinces and cities should continue to closely monitor ships and boats, especially tourist boats. They should regularly and continuously inform all vessels and fishermen about the development and direction of Typhoon No. 1 so that they can take preventive measures, move out of, or avoid entering areas at risk of being affected by the storm. The ban on sea travel should continue to be strictly maintained until the storm has passed.
Maintain strict storm preparedness, and keep forces and resources ready for emergency response and handling of potential natural disasters. Strengthen inspections of sea and river dikes, and areas at risk of landslides, collapses, and breaches, to promptly detect, report, and implement remedial measures from the outset. Proactively regulate and guide traffic to ensure safety, especially during heavy rain and strong winds.
