In particular, the Provincial Police always focuses on mobilizing the people, developing and replicating advanced models and exemplary cases in the "All People Protect National Security" movement and mass mobilization work; and successfully organizing the "All People Protect National Security Day" in 100% of communes and wards. Social welfare activities are carried out regularly and promptly… contributing to building a "people's support base," a people's security base closely combined with a solid national defense base.
The police forces at all levels have actively advised local Party committees and authorities, coordinated with departments, agencies, and mass organizations to mobilize the people to participate in protecting national security, and built and replicated advanced models and exemplary practices to mobilize the combined strength of the political system and the entire population in ensuring security and order.
In the first quarter of 2026, the Provincial Police maintained the implementation of 63 successful community mobilization models; and strengthened and improved 4 models. Some typical models include: "Digital Broadcasting Security", "No individuals using electric shock to illegally exploit aquatic resources", "Security Cameras", "Little Hearts in Cyberspace", "Self-defense and self-management of security and order in the ethnic minority area of Hamlet 7, Tan Loc Commune"...
Recently, on April 9, 2026, the Gia Rai Ward Police launched the "Gia Rai Ward Police accompanying the people in preventing and combating online fraud" model. The development of this model contributes to raising public awareness and vigilance in preventing, detecting, and combating online fraud, maintaining local security and order; and simultaneously promotes the core role of the ward police force in effectively carrying out public relations work, linked to the "Three Best" emulation movement (Most Disciplined - Most Loyal - Closest to the People).
Lieutenant Colonel Tran Minh Tri, Head of Gia Rai Ward Police, said: To ensure the model operates effectively and practically, Gia Rai Ward Police have focused on promoting the dissemination of information about new methods and tactics of online fraud to every household and residential area; leveraging the role of mass organizations, core forces at the grassroots level, banks, and credit institutions in detecting and providing information related to fraudulent activities in cyberspace. Through this, online fraud crimes have been reduced to a minimum, contributing to ensuring security and order in the locality.
The provincial police also intensified propaganda and mobilization efforts to raise public awareness of self-prevention and self-management, actively participating in the fight against crime and social evils, contributing to maintaining peace at the grassroots level. In total, from the beginning of 2026 to the present, the provincial police force has organized over 3,100 propaganda sessions with more than 123,700 participants; conducted over 2,000 mobile loudspeaker broadcasts; distributed nearly 60,000 leaflets; and displayed 511 banners, 380 billboards, posters, and propaganda paintings on crime prevention. The functional forces produced and broadcast 12 episodes of the "Security Radio" program, 6 episodes of the "Security in Ca Mau" special program; published on the provincial police's electronic information website, and collaborated with central and local news agencies and newspapers to produce over 1,800 news articles, reports, and features…
In addition to their professional and specialized duties, the police forces at all levels in Ca Mau also perform well in social welfare, charity, and gratitude activities in many rich and diverse forms, demonstrating the tradition of "mutual support and compassion" and the moral principle of "remembering the source when drinking water" of the nation.
In the first quarter of 2026, especially during the Lunar New Year, the provincial police force mobilized, contributed, and donated more than 8,200 gifts; built and repaired 7 houses of gratitude... for influential people, citizens, students, and security and order protection forces at the grassroots level with difficult circumstances, with a total value of over 5.5 billion VND; contributed to supporting people in difficult circumstances in the area during the Lunar New Year of the Year of the Horse 2026, and carried out projects and activities for the Tet Military-Civilian 2026 in Thoi Binh commune with a total value of over 4 billion VND.
In particular, based on the proposal of the Provincial Police, the Ministry of Public Security leadership has agreed to provide funding for the construction, renovation, and repair of the Hon Da Bac Historical Site; and to build 500 houses for policy beneficiary families and people in difficult circumstances in Ca Mau province. This activity not only creates new lives and provides more motivation and enthusiasm for people in difficult circumstances to improve their lives, but also contributes to strengthening the people's trust in the Party's guidelines and policies, the State's laws, and actively participating in the movement of "All People Protecting National Security," building a solid people's security posture at the grassroots level.
