[“Thinking Capital and Acting Hanoi”

After 40 years of renovation, with the great achievements, the position and strength that have been accumulated, along with new opportunities, our country is standing at the door of history to firmly enter a new era, the era of national development. The destination of the era of development is a rich people, a strong country, democracy, equality, civilization, developing under the socialist regime, standing shoulder to shoulder with the world powers. That is the viewpoint emphasized by General Secretary To Lam .

With its position and role as the capital, Hanoi identifies its responsibility as the leading locality in implementing tasks, in a spirit of determination, breakthrough, and innovation, to contribute to the whole country's acceleration and breakthrough in the new development stage.

General Secretary To Lam's message about the new era - the era of the Vietnamese people's rise - is like a "call to arms" on the eve of Party Congresses at all levels, urging the spirit of action, innovation, daring to think, daring to do, daring to take responsibility of all levels and sectors, including Hanoi.

In the article “Continuing to strongly innovate the Party’s leadership and governance methods, an urgent requirement of the new revolutionary stage” (September 16), General Secretary To Lam emphasized: “The country is facing a new historical moment, a new era, an era of national growth”. This message has been mentioned many times by the General Secretary in recent articles and speeches. This is not only a message, but also the Party’s high determination that was affirmed at the 10th Conference of the 13th Party Central Committee.

According to Dr. Lai Xuan Mon - Member of the Party Central Committee, Deputy Head of the Central Propaganda Department, Chairman of the Scientific Council of the Central Party Agencies, at the 10th Conference, the 13th Party Central Committee unanimously determined that the new era begins from the 14th National Party Congress. This is a new policy and orientation, with strategic vision for national development, of great political significance, which needs to be included in the 14th National Party Congress Documents, thoroughly understood throughout the Party, the entire people, the entire army and implemented with high political determination.

Speaking at the Training Course for Planning Cadres of the 14th Party Central Committee, when presenting some basic perceptions about the new era, the era of national development, General Secretary To Lam emphasized that it is the era of development, the era of prosperity, the era of prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, democracy, fairness, and civilization. All people have a prosperous and happy life, are supported to develop and enrich themselves; contribute more and more to the peace, stability, and development of the region and the world, to the happiness of humanity and global civilization.

General Secretary To Lam pointed out that the top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income; strongly arouse national spirit, spirit of self-reliance, self-confidence, self-reliance, national pride, and aspiration for national development; closely combine national strength with the strength of the times.

“The time to start a new era is the 14th National Party Congress. From now on, all Vietnamese people, hundreds of millions of people as one, under the leadership of the Party, will unite, join hands, make the most of opportunities and advantages, push back risks and challenges, and bring the country to comprehensive and strong development, breakthroughs and take off,” said General Secretary To Lam.

As experts have commented, the "new era", the "era of the Vietnamese people's rise" not only shows new features in awareness and viewpoint, but also affirms the determination and readiness of the Party and State leaders for new goals in the upcoming development period of the country. That has been attracting attention, evoking much inspiration as well as raising expectations for stronger development, more positive changes in Vietnam.

According to Associate Professor, Dr. Nguyen Ngoc Ha (Deputy Editor-in-Chief of Communist Magazine), never before has the content of the concept of era, the era of development of Vietnam been so deeply integrated with the international community. This affirms that the new era of development of the Vietnamese nation carries within it the values of the era - and this is the historical context/condition/opportunity for the era of development to continue to bring our nation to develop to the level of the era. The Vietnamese nation has converged and accumulated strong values/motivations for a great transformation - the era of rising up. The starting point of the era of rising up converges the values of the nation and the era; of tradition and contemporary; of material and spiritual; of real strength, internal strength and aspiration.

"Innovation is the period of starting, accumulating energy and momentum for the nation to rise up and develop. The era of national rise up originates from the period of innovation, the innovation process and will elevate the innovation and development of our country" - Associate Professor, Dr. Nguyen Ngoc Ha stated his opinion.

Analyzing the pillars to build a new era, Dr. Lai Xuan Mon mentioned 5 pillars. One is a modern, integrated, highly developed socialist-oriented market economy based on modern science, technology, innovation, digital transformation, green transformation... Two is a democratic, fair, civilized, disciplined society, "People are the root", "People are the center", "People are the master"... Three is a united, wise, self-reliant, confident, self-reliant, self-reliant, proud nation; a unique culture, crystallizing the quintessence of the civilized, heroic nation and the cultural values of humanity... Four is a modern, strong national defense and security, an open, high-level diplomacy; maintaining a peaceful, stable environment, enhancing international position and prestige... Five is a streamlined, unified, synchronous, smooth political system, operating effectively and efficiently...

"By the time of the 14th Congress, the country's foundation, potential, position and international prestige allow and require our country to have a breakthrough development, accelerate to develop quickly, strongly and sustainably. This is an objective requirement, a step in development in accordance with the laws of the Vietnamese revolution, a development to a new level, a new level of national independence and socialism" - Dr. Lai Xuan Mon commented.

As many opinions have stated, the nation's rise in the new era is a great revolutionary cause of the whole Party, the whole people, and the whole world, demonstrating the aspiration to bring the cause of national renewal to a new height, but it is also a difficult and challenging cause, requiring many strong and drastic reform solutions in all areas of political, economic, cultural and social life. From there, create new breakthroughs to take full advantage of opportunities and development opportunities, overcome challenges, and achieve the goal.

According to Associate Professor, Dr. Le Minh Thong (former Assistant to the Chairman of the National Assembly), on the eve of preparations for Party Congresses at all levels towards the 14th National Congress of the Party, General Secretary To Lam sent out a message about "The era of the Vietnamese nation's rise". The message is like a call to arms, urging the spirit of action, innovation, daring to think, daring to do, daring to take responsibility for the common good to realize the aspiration to develop a prosperous and happy country, aiming to successfully achieve the strategic goals by 2030, making Vietnam a developing country with modern industry, high average income, and by 2045 becoming a developed socialist country with high income.

Pointing out a number of historical requirements in the era of national development, Prof. Dr. Phung Huu Phu (former Chairman of the Scientific Council of Central Party Agencies) said that the overarching requirement in creating a new era is to simultaneously and successfully carry out a "double breakthrough" process. On the one hand, we must make a breakthrough straight into modernity, into high-tech fields, especially digital technology, in which Vietnam has advantages; into modern national governance on the basis of digital government, digital society, digital citizens, creating outstanding development in economy, culture, society, national defense, security, and foreign affairs. On the other hand, we must make a breakthrough in thoroughly resolving bottlenecks, weaknesses, limitations, and difficulties that are holding back and hindering the country's development.

“These two breakthrough processes need to be carried out in parallel, synchronously, and mutually supportive, in which taking shortcuts, taking the lead, and going straight to modernity are fundamental and decisive; overcoming and resolving weaknesses and shortcomings is urgent and important. The philosophy of this dual breakthrough process, as General Secretary To Lam identified, is to "take full advantage of opportunities and advantages, push back risks and challenges, and bring the country to comprehensive, strong development, breakthroughs, and take off" - Prof. Dr. Phung Huu Phu analyzed.

Faced with new requirements for a new development stage, with its position and role as the Capital, Hanoi always identifies its responsibility as a "model, pioneering" locality in implementing tasks.

At the National Workshop "New vision, new opportunities to build a civilized, modern, and globally connected Hanoi Capital" on the occasion of the 70th anniversary of the Liberation of the Capital, many opinions pointed out that the Capital Hanoi plays a great role in the cause of building and defending the Fatherland, especially in the cause of synchronous and comprehensive national innovation. The Capital is ahead and takes the lead in implementing and completing early the country's development plans and strategies. It plays the role of a center, a connecting hub, a leader, a driving force, and a spillover effect of innovation for the Red River Delta, the key economic region of the North and the whole country; it has an important position in the national urban development strategy.

As experts have analyzed, in each historical period, Hanoi has always shown its role as a "model, pioneer". In particular, in 40 years of implementing the renovation process, Hanoi has promoted its tradition as a "model, pioneer city of the whole country", always proactively innovating, creating and having many breakthroughs, developing strongly. Hanoi has become a locomotive, a mainstay of Vietnam's economy, a place where the quintessence and intelligence of Vietnam converge in the Fourth Industrial Revolution, serving as a fulcrum for Vietnam's digital transformation and green transformation. The capital Hanoi is also an exemplary leader in preserving and promoting its own traditional cultural values that have existed for thousands of years, spreading in the cultural life of the country, a beauty that attracts friends from all over the world...

Hanoi is currently continuing to pioneer and set an example in implementing major policies of the Central Government with strong changes in economic development, urban infrastructure, promoting digital transformation in various fields... contributing to the whole country entering a new era, an era of national growth.
