After 40 years of reform, with the great achievements made, the strength and momentum accumulated, and with new opportunities, our country stands at a historical threshold to confidently step into a new era, an era of national progress. The goal of this era of progress is a prosperous people, a strong nation, democracy, fairness, civilization, development under the socialist system, and standing shoulder to shoulder with the world's leading powers. This is the viewpoint emphasized by General Secretary To Lam .

As the capital city, Hanoi recognizes its responsibility to be a leading locality in implementing tasks, with a spirit of decisiveness, breakthroughs, and innovative creativity, to contribute to the country's accelerated and breakthrough development in the new phase.

General Secretary To Lam's message on the new era – the era of Vietnam's national resurgence – serves as a "call to action" on the eve of Party congresses at all levels, urging action, innovation, and a willingness to think, act, and take responsibility from all levels and sectors, including Hanoi.

In the article "Continuing to vigorously innovate the Party's leadership and governance methods: an urgent requirement of the new revolutionary stage" (September 16th), General Secretary To Lam emphasized: "The country is facing a new historical moment, a new era, an era of national resurgence." This message has been mentioned many times by the General Secretary in recent articles and speeches. This is not just a message, but also a high determination of the Party, affirmed at the 10th Plenum of the 13th Central Committee of the Party.

According to Dr. Lai Xuan Mon, Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Propaganda Department, and Chairman of the Science Council of the Central Party Agencies, at the 10th Conference of the 13th Central Committee of the Party, it was unanimously determined that a new era began with the 14th Party Congress. This is a new policy and orientation with strategic importance for national development, possessing great political significance, and needs to be included in the documents of the 14th Party Congress, thoroughly disseminated throughout the Party, the people, and the armed forces, and implemented with high political determination.

Speaking at the training course for planning cadres of the 14th Central Committee of the Communist Party of Vietnam, when discussing some basic understandings of the new era, the era of national progress, General Secretary To Lam emphasized that it is an era of development, an era of wealth and prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam that is rich, strong, democratic, just, and civilized. All citizens will have a comfortable and happy life, receive support for development and wealth creation; and contribute increasingly to peace, stability, and development in the region and the world, to the happiness of humanity and global civilization.

General Secretary To Lam pointed out that the top priority in the new era is to successfully achieve the strategic goals by 2030, for Vietnam to become a developing country with modern industry and high middle income; and by 2045 to become a developed socialist country with high income; strongly reviving national pride, self-reliance, self-confidence, self-strength, national pride, and the aspiration for national development; and closely combining national strength with the strength of the times.

“The 14th National Congress of the Party marks the beginning of a new era. From here, all Vietnamese people, hundreds of millions of them as one, under the leadership of the Party, will unite in solidarity, work together wholeheartedly, seize the most opportunities and advantages, overcome risks and challenges, and lead the country to comprehensive, strong, breakthrough, and take off,” said General Secretary To Lam.

As experts have noted, the "new era," the "era of Vietnam's rise," not only reveals new perspectives and viewpoints but also affirms the determination and readiness of the Party and State leaders regarding new goals in the upcoming development phase of the country. This has attracted attention, inspired many, and raised expectations for even stronger development and more positive changes in Vietnam.

According to Associate Professor Dr. Nguyen Ngoc Ha (Deputy Editor-in-Chief of the Communist Magazine), never before has the concept of the era and development period of Vietnam been so deeply integrated with the international community. This affirms that the new development period of the Vietnamese nation carries within it the values ​​of the times – and this is the historical context/condition/opportunity for this development period to continue to lead our nation to develop to a level commensurate with the times. The Vietnamese nation has gathered and accumulated powerful values/driving forces for a great transformation – an era of progress. The starting point of this era of progress converges the values ​​of the nation and the times; of tradition and the contemporary; of material and spiritual; of strength, internal power, and aspirations.

"Innovation is the period of starting, accumulating energy, and building momentum for the nation to rise and develop. The era of national progress originates from the period of innovation, the process of innovation, and will elevate the innovation and development of our country," Associate Professor Dr. Nguyen Ngoc Ha stated.

Analyzing the pillars for building a new era, Dr. Lai Xuan Mon mentioned five pillars. First, a modern, integrated, and highly developed socialist-oriented market economy based on modern science and technology, innovation, digital transformation, and green transformation. Second, a democratic, just, civilized, and disciplined society, where "the people are the foundation," "the people are the center," and "the people are the masters." Third, a united, wise, self-reliant, confident, self-sufficient, and proud nation; a unique culture that embodies the finest values ​​of a civilized and heroic nation and the cultural values ​​of humanity. Fourth, a modern and strong national defense and security system, a broad and high-level diplomatic system; maintaining a peaceful and stable environment, and enhancing international standing and prestige. Fifth, a streamlined, unified, synchronized, and efficient political system.

"By the time of the 14th National Congress, the country's foundation, potential, position, and international prestige allow and demand that Vietnam make a breakthrough, accelerating its development to achieve rapid, strong, and sustainable growth. This is an objective requirement, a lawful step in the development of the Vietnamese revolution, and a step towards a new level, a new stage of national independence and socialism," Dr. Lai Xuan Mon stated.

As many have noted, the nation's rise in the new era is a great revolutionary undertaking involving the entire Party, the entire people, and all aspects, reflecting the aspiration to elevate the country's renewal to a new level. However, it is also a difficult and challenging undertaking, requiring strong and decisive reform solutions in all areas of political, economic, cultural, and social life. This will create new breakthroughs to maximize opportunities for development, overcome challenges, and achieve the goals.

According to Associate Professor Dr. Le Minh Thong (former Assistant to the Chairman of the National Assembly), on the eve of the Party Congresses at all levels leading up to the 14th National Congress of the Party, General Secretary To Lam issued a message on "The Era of the Vietnamese Nation's Struggle." This message served as a rallying cry, urging action, innovation, and a willingness to think, act, and take responsibility for the common good, in order to realize the aspiration for a prosperous and happy nation, and to successfully achieve the strategic goals by 2030, transforming Vietnam into a developing country with modern industry and a high-middle income, and by 2045 into a developed socialist country with a high income.

Pointing out some historical requirements in the era of national development, Professor Phung Huu Phu (former Chairman of the Scientific Council of the Central Party Agencies) argued that the overarching requirement in building a new era is to simultaneously and successfully carry out a "double breakthrough" process. On the one hand, there must be a breakthrough directly into modernity, into high-tech fields, especially digital technology, where Vietnam has advantages; into modern national governance based on digital government, digital society, and digital citizens, creating remarkable development in the economy, culture, society, national defense, security, and foreign relations. On the other hand, there must be a breakthrough in thoroughly addressing bottlenecks, weaknesses, limitations, and difficulties that are hindering the country's development.

“These two breakthrough processes need to be carried out in parallel, synchronously, and mutually supportive, with taking shortcuts, anticipating trends, and directly advancing towards modernization being fundamental and decisive; overcoming and resolving weaknesses and shortcomings is urgent and important. The philosophy of this dual breakthrough process, as General Secretary To Lam has defined, is to “maximize opportunities and advantages, push back risks and challenges, and bring the country to comprehensive, strong, breakthrough, and take-off development” – Professor Phung Huu Phu analyzed.

Faced with the new demands of a new development phase, and given its position and role as the capital city, Hanoi has always recognized its responsibility as a "model and leading" locality in implementing tasks.

At the national conference "New Vision, New Opportunities for Building Hanoi, a Culturally Rich, Civilized, and Modern Capital City, a Globally Connected City" held on the occasion of the 70th anniversary of the Liberation of Hanoi, many opinions pointed out that Hanoi plays a huge role in the cause of building and protecting the Fatherland, especially in the comprehensive and synchronized renovation of the country. The capital city has been at the forefront in implementing and completing national development plans and strategies early. It plays a central role as a hub connecting, leading, and driving force, creating a ripple effect of innovation for the Red River Delta, the Northern key economic region, and the entire country; and holds an important position in the national urban development strategy.

As experts have analyzed, in each historical period, Hanoi has always demonstrated its role as a "model and leading city." In particular, over the 40 years of implementing the Doi Moi (Renovation) policy, Hanoi has upheld its tradition as a "model and leading city of the country," always proactively innovating, creating, and achieving breakthroughs and strong development. Hanoi has become a leading economic engine and a driving force of Vietnam, a hub of Vietnamese intelligence and ingenuity in the Fourth Industrial Revolution, serving as a foundation for Vietnam's digital and green transformation. The capital city of Hanoi has also set a leading example in preserving and promoting its unique traditional cultural values, which have permeated the country's cultural life and are captivating to friends around the world…

Hanoi is currently continuing to be a pioneer and role model in implementing major policies of the Central Government with strong changes in economic development, urban infrastructure, and promoting digital transformation in various fields… contributing to the country's entry into a new era, an era of national progress.
