
Previously, people had to bring their paper health insurance cards every time they went for medical check-ups. Now, they only need a chip-embedded ID card or the VNeID application to complete the procedure. Ms. Nguyen Thi Hoa , from Block 7, Dong Kinh Ward, shared: "Since using the chip-embedded ID card with integrated health insurance information, I only need to bring my ID card to complete the medical check-up procedure. My medical history and frequently used medications can all be looked up by the doctor on the machine."
Ms. Hoa is one of many people who have experienced the benefits of digital transformation in the field of health insurance. According to the Provincial Social Insurance Agency, from the beginning of 2016 to the present, medical facilities in the province have conducted more than 427,000 health insurance-covered medical examinations and treatments, with the rate of people using chip-embedded ID cards when registering for medical examinations and treatments reaching over 80%. To date, 100% of public medical facilities and private multi-specialty clinics in the province have implemented medical examinations and treatments using ID cards and the VNeID application.
Digital transformation is not only happening in health insurance examinations and treatment, but also in the payment of social insurance benefits. The promotion of cashless payments helps pensioners and recipients of monthly social insurance benefits reduce travel time and waiting times at payment points, while also ensuring greater safety, transparency, and accountability in the benefit collection process. Mr. Hoang Van Hung, from Doong Na village, Trang Dinh commune, said: "My pension is transferred to my account on the 1st of every month. I can withdraw or make payments whenever needed, without having to travel and wait in line like before."
With this convenience, more and more people are trusting and registering to open accounts to receive pensions and allowances. According to data from the Provincial Social Insurance Agency, by the end of May 2026, the percentage of people receiving monthly pensions and social insurance allowances through cashless payment methods in the province reached 91.42%. Some units achieved high rates such as: Loc Binh Social Insurance Agency (99.95%) and Trang Dinh Social Insurance Agency (99.32%).
To achieve these results, the Provincial Social Insurance Agency has identified digital transformation as one of its key tasks in reforming its service methods. Mr. Ha Dinh Hai, Deputy Director of the Provincial Social Insurance Agency, stated: Digital transformation significantly reduces paper documents, improves management efficiency, and facilitates access to and enjoyment of social insurance and health insurance policies for the people. Therefore, the Provincial Social Insurance Agency has directed its specialized departments and affiliated units to focus on reviewing, standardizing, and synchronizing data of social insurance and health insurance participants with the national population database; while also promoting the use of digital services, using the satisfaction of citizens and businesses as a measure of service quality.
To date, the entire province has verified 709,392 pieces of demographic information in the database managed by the provincial Social Insurance agency with the national population database, achieving 99.86%. This is an important foundation for the Social Insurance sector to deploy digital services, reduce paperwork, shorten the time for processing administrative procedures, and improve the quality of management of participants and beneficiaries of social insurance policies.
Along with data standardization, the provincial Social Insurance agency is also coordinating with relevant units to strengthen communication and guidance for people to install and use the VssID - Digital Social Insurance application, integrate health insurance information on VNeID, and perform online public services. Through these applications, people can look up their social insurance and health insurance participation history; track their medical examination and treatment history; use images of their health insurance cards when going for medical examinations and treatment; and perform some administrative procedures without having to go to the Social Insurance agency.
From the beginning of 2026 to the present, the Provincial Social Insurance agency has guided the registration and installation of 4,148 new VssID - Social Insurance accounts; and adjusted information for 516 VssID accounts. In addition, the Provincial Social Insurance agency has also promoted electronic transactions with agencies, units, and businesses. Of the total number of social insurance documents and procedures submitted by employers to the Social Insurance agency for their employees, over 95% were submitted electronically, instead of submitting paper documents directly or sending them via post.
Thus, the transition from paper documents to digital services represents a change not only in management methods but also a shift in the service mindset of the social insurance sector. When data is connected, procedures are streamlined, and citizens are guided in using digital tools, social insurance and health insurance policies bring many benefits to participants and beneficiaries. This contributes to improving the quality of service in the social insurance and health insurance sectors, aiming to use citizen satisfaction as a measure of success.
