General Secretary To Lam's speech at the 14th National Congress of the Party, with its powerful messages on "Development goals for the period 2026-2030 and vision to 2045," as well as the overarching idea that "The people are the foundation - the measure of all policy decisions," has been creating a strong ripple effect throughout society.

In Nghe An – a province with a strategic location in the North Central region, and also facing many intertwined potentials and challenges – these orientations are being recognized as important guiding principles for both economic development and the building of the political system.

Making people's satisfaction the highest criterion for all policy decisions.

From the perspective of Party building and the political system, Mr. Pham Ngoc Canh, Deputy Head of the Propaganda and Mass Mobilization Department of the Nghe An Provincial Party Committee, stated that the idea "The people are the foundation - the measure of all decisions," presented by General Secretary To Lam in the documents submitted to the Congress of the Communist Party of Vietnam at the opening session of the 14th National Congress, not only has profound theoretical significance but also clear practical value for leadership and guidance at the local level.

According to Mr. Canh, Nghe An is a province with a large geographical area, a large population, and many regions with uneven development conditions. Therefore, if policies and guidelines do not stem from the realities of people's lives and do not put people at the center, it will be very difficult to create consensus and achieve sustainable development.

In practice, programs and projects in which people participate in discussions, supervision, and benefit receive high levels of support, such as programs for building new rural areas, developing rural transportation infrastructure, and supporting livelihoods for people in mountainous and remote areas.

According to Mr. Canh, when people understand the policies, trust them, and work together with the government, many difficulties will be gradually overcome, and social resources will be unlocked, creating momentum for development.

Mr. Pham Ngoc Canh also emphasized that the General Secretary's statement sets very specific requirements for cadres and Party members, especially leaders at all levels, to constantly be close to the people, listen to and promptly resolve the people's suggestions and feedback.

"The satisfaction of citizens in resolving administrative procedures and accessing social welfare policies is the most vivid measure of the effectiveness of leadership and management," Mr. Canh affirmed.
Regarding propaganda and mass mobilization work, the ideology of "the people are the foundation" needs to be further concretized through practical actions, focusing strongly on the grassroots, especially in mountainous areas, ethnic minority regions, and coastal areas. Propaganda work should not only convey policies but also promptly reflect the legitimate aspirations and concerns of the people to Party committees and authorities at all levels.

Based on the experience of Nghe An, Mr. Pham Ngoc Canh affirmed that putting the people first is not only a principled requirement but also the key to creating stability, consensus, and momentum for development. When every policy decision is guided by the interests and trust of the people, Nghe An will have a more solid foundation for rapid and sustainable development in the future.

"Great aspirations" open up development opportunities for Nghe An's infrastructure.

Speaking with a reporter from the Vietnam News Agency (TTXVN), Mr. Tran Nhat Tan, Chairman of the Board of Directors of Entiz Group, said that the message "Great aspirations, firm steps" for the period 2026-2030 with a vision to 2045, presented by General Secretary To Lam in the Report of the 13th Central Committee on documents submitted to the 14th National Congress of the Communist Party of Vietnam at the opening session of the 14th National Congress, clearly reflects the aspiration to develop the country rapidly, sustainably, and self-reliantly, with a synchronized and modern infrastructure system identified as one of the important pillars. For Nghe An – a province with a large area and diverse topography, encompassing mountains, hills, plains, and the sea – this orientation opens up many development opportunities for the construction industry.

"The major goals for developing inter-regional transportation, industrial zones, urban areas, new rural infrastructure, as well as projects adapting to climate change, are not only development requirements but also represent significant opportunities for local construction businesses to participate," Mr. Tan shared.

Mr. Tan also emphasized that, during the 2026-2030 period, the implementation of key infrastructure projects in the province, such as the Vinh - Thanh Thuy expressway project; the upgrading and expansion of National Highway 48 project; and the VSIP Nghe An 3 project, will be leading initiatives, clearly demonstrating the strategic direction outlined by the General Secretary.

For construction businesses in Nghe An, this is not only an opportunity for jobs and revenue, but also a chance to improve management capacity, technical skills, and the reputation of domestic contractors. If selected to participate in infrastructure projects, the company will not only define its role as a simple construction contractor, but also as a partner working alongside the government in creating a long-term development space for the province.

Besides the "great ambition," the message of "steady steps" emphasized by the General Secretary was assessed by Mr. Tran Nhat Tan as particularly significant for construction businesses - a sector directly affected by mechanisms, policies, planning, and public investment.

According to Mr. Tan, focused and targeted development, ensuring discipline and transparency, and maintaining macroeconomic stability will help businesses feel more secure in planning long-term production and business, investing in machinery and technology, and developing human resources.

During the period 2026-2030, the construction business community in Nghe An expects that major goals will be concretized through practical solutions such as: completing the provincial planning in sync with regional planning; promoting investment in inter-regional transportation infrastructure; reforming administrative procedures in construction investment; and creating conditions for local businesses to participate more deeply in large-scale projects.

In particular, the orientation towards sustainable development, green economy, and digital transformation also places new demands on construction businesses. According to Mr. Tan, this is both a challenge and an opportunity for businesses in Nghe An to innovate their thinking, apply new technologies, environmentally friendly materials, and improve safety standards and construction quality.

"Great aspirations are necessary, but they must be guided by firm steps. Businesses are ready to work alongside the Party, the State, and Nghe An province to realize the development vision for 2045," Mr. Tan affirmed.
