Part 1: Launching the campaign to rebuild homes.
From the ruins of homes after the natural disaster, a command from the heart was issued. The Quang Trung Campaign was born in the spirit of "rapid deployment," mobilizing the strength of the entire political system, armed forces, and business community, with the goal of quickly rebuilding safe homes for the people in the flood-stricken areas.
The historic floods have caused severe damage in many communes and wards across Dak Lak province. Thousands of houses were damaged, hundreds completely collapsed, leaving many families destitute, homeless, and with their lives turned upside down. In the face of these immense losses, the Party and the State have prioritized the safety and stability of the people above all else.

Immediately after the floods subsided, Prime Minister Pham Minh Chinh personally visited Hoa Thinh commune, one of the most severely affected areas, to inspect the situation, visit, and encourage the people. Witnessing the ruined houses and swept-away property, the Prime Minister decisively instructed: "It is urgent to rebuild houses for the people; we must not let them live in temporary, insecure conditions."
Following that directive, the Quang Trung Campaign was officially launched. The Prime Minister emphasized that housing support could not be done in the usual way but had to be organized as a large-scale campaign with specific goals, clear plans, and strict timelines; mobilizing the entire political system to "launch a swift attack" with a strong offensive spirit, with urgency, responsibility, and effectiveness. The campaign not only aimed at the numbers of houses built and renovated, but also served as vivid evidence of the people-centered development philosophy.
At the site of the collapsed houses in Team 3 (Phu Huu Hamlet, Hoa Thinh Commune), several flood-resistant house designs were presented and reported to the Prime Minister by specialized agencies. Based on this, the official house design was approved, ensuring sturdiness, safety, and suitability for the living conditions of people in flood-prone areas. All houses are designed with a flood-resistant attic; the attic features windows opening to the outside, along with a staircase running along the wall, to ensure a safe escape route in case the water level rises above expectations.

"Local authorities must continue to mobilize maximum resources, organize construction according to the '3 shifts, 4 teams' principle, working day and night, through holidays and Tet, determined to complete the Quang Trung Campaign. The Party Secretaries of provinces and cities and the Chairmen of the People's Committees of provinces and cities will directly lead, direct, and be responsible to the Prime Minister for the progress and quality of rebuilding houses for the people, completing it before January 15th" - Prime Minister |
From the very beginning of the project, a strong sense of mobilization spread across many areas. Over 600 houses were simultaneously started with the participation of all levels of government, project management boards, mass organizations, and especially the military and police forces. The Department of Construction was assigned as the central coordinating agency to synthesize, mobilize, and secure sources of construction materials; and also to mobilize manpower from contractors to support the construction.
According to Mr. Cao Dinh Huy, Director of the Department of Construction, the department has proactively coordinated closely with localities in coordinating materials and allocating manpower appropriately for each area and each stage; prioritizing resources for difficult areas, ensuring progress is linked to the quality of the projects.
Responding to the call from the central and local authorities, many businesses have actively participated in the Quang Trung Campaign. Notably, Dak Lak Renewable Energy Joint Stock Company has donated 2 million bricks for distribution to people's housing projects. Mr. Tran Ngoc Son, Chairman of the Board of Directors of the company, said that in the context of scarce building materials in the province, the company proactively sought sources from northern provinces to promptly bring them to Dak Lak, contributing to accelerating construction progress.
A highlight of the campaign was the decisive and responsible involvement of the armed forces. Military and police units assigned to the task fanned out across the country, from the plains to the mountains, working hand in hand with the people to rebuild their homes.
In Hoa Thinh commune, a flood-stricken area that suffered significant losses, the sight of officers and soldiers diligently transporting materials, laying foundations, and erecting walls has become familiar in every village and hamlet. Lieutenant Colonel Vo Duc Cuong, Deputy Division Commander and Chief of Staff of Division 315 (Military Region 5), said that the unit divided the houses into clusters and organized continuous construction with the motto "fast but solid, urgent but sustainable," working overtime through lunchtime and even at night to ensure progress and determined to complete the project ahead of schedule.

Simultaneously, the Dak Lak Provincial Police also launched a high-intensity emulation campaign, mobilizing maximum forces and resources, and coordinating closely with departments, agencies, and local authorities. Each officer and soldier clearly understood their responsibility in addressing the difficulties and losses of the people in the disaster-stricken areas. The Quang Trung Campaign was not only a political task, but also a heartfelt expression of solidarity and sharing between the police force and the people, contributing to ensuring the progress and quality of each house.
The Quang Trung Campaign is fulfilling, day by day, the heartfelt mission of rebuilding stable homes for people after natural disasters, creating a foundation for them to quickly stabilize their lives and confidently embark on the reconstruction journey ahead.
