Arriving at the People's Committee of Thuc Luyen commune on a Thursday morning, we saw quite a few female members, after working and cleaning the flower-lined road that they had planted and cared for, entering the committee hall to borrow and read books related to livestock farming, crop cultivation, and legal matters.
Ms. Nguyen Thi Thuy, a member of the Women's Association in Thuc Luyen commune, shared: "Through the dissemination of information by the Association's officials, I learned that the commune had recently received support in the form of a community library, which includes books related to marriage and family, legal knowledge, and economic development. During our free time between farming seasons, I and some other members have come to borrow and read them. I find the community library very useful. Instead of using our phones, coming here gives us the opportunity to meet, share, confide in each other, and turn the pages of books to read – something we haven't done regularly for a long time."

According to Ms. Nguyen Thi Kim Han, a Culture and Social Affairs official (in charge of the community library) in Thuc Luyen commune: The commune's community library currently has 285 books, suitable for various age groups from children to the elderly. The library is open for borrowing and reading every Thursday during working hours; on other days, people who wish to borrow books can register with the officer in charge. Immediately after receiving the community library, we also received professional guidance from the Provincial Library on library services, including organizing services for readers, promoting and introducing books and newspapers, and reporting on the results of reader services... to ensure the library operates in the most scientific and effective way.
Since the beginning of the year, the District's Center for Culture, Sports , Tourism and Communication has coordinated with the Provincial Library to hand over 7 community bookshelves to 7 communes: Kha Cuu, Tan Minh, Tan Lap, Thang Son, Thuc Luyen, Thach Khoan, and Giap Lai, each containing a bookshelf and nearly 300 books, valued at over 20 million VND. In addition, in response to the "Homeland Book Fair" program, the Provincial Library donated 600 books to develop and update 3 existing community bookshelves in the communes of Huong Can, Tat Thang, and Cu Thang.

The establishment of community libraries aims to implement the Party and State's policies on enhancing access to information and knowledge for ethnic minorities and people in mountainous areas, building a quality and effective reading culture environment; fostering reading habits, needs, skills, and movements within the community. At the same time, it narrows the cultural, economic, and social gap between mountainous and lowland areas, contributing to building and improving the quality of life, both culturally and spiritually, and in terms of labor and production for the people.
Ms. Le Thi Nhu Hoa, Deputy Director of the District's Culture, Sports, Tourism and Communication Center, stated: Thanh Son District currently has 18 out of 23 community libraries in operation. These libraries contain content promoting and disseminating legal education, family and marriage issues, preventing child marriage and consanguineous marriage, and building a cultural life at the grassroots level. They also include books showcasing the unique cultural beauty of families, villages, and hamlets within ethnic minority and mountainous communities; methods and skills for preserving and promoting the fine traditional culture of ethnic minority people; sustainable tourism development models in ethnic minority tourist areas; and methods and skills in farming and livestock raising.
The newly opened library will be effective in providing and utilizing information for the people, helping them access more resources for learning, work, entertainment, improving their scientific and technical knowledge, and applying it to production.

Furthermore, community libraries create a shared cultural space where people can interact, learn, share experiences, strengthen solidarity, raise public awareness, and build a sustainable learning community and society.
