In his directive speech at the 2025 year-end conference summarizing the achievements of the Culture, Sports and Tourism sector, Prime Minister Pham Minh Chinh concisely instructed that, specifically for the sports sector, long-term and persistent investment should be prioritized, with the spirit that "if you don't start, you'll never reach the end."

This includes investing in, upgrading, modernizing, and maximizing the effectiveness of key sports facilities, especially by strongly reforming thinking and promoting public-private partnerships, including in world-class stadiums. It also involves accelerating the application of science and technology, innovation, digital transformation, and completing the construction of a database by the first quarter of 2026.

Following Prime Minister Pham Minh Chinh's directive, Vietnamese sports need a comprehensive transformation. The recent SEA Games 33 in Thailand showed that we still maintain our position in the top 3 in the region, but at the same time, it also "exposed" the limitations of short-term investment. In reality, despite their own problems, the sports systems of Thailand, Indonesia, the Philippines, and Singapore have shifted their investment structure towards the goals of the Asian Games and the Olympics. The SEA Games are becoming a "tight garment," unsuitable as a standard for measuring development. For sports to reach a higher level, there must be mechanisms that open up opportunities for businesses, investment funds, technology corporations, and brands to participate. A training center or international stadium is not just a sports facility, but also an economic model – a place for training, organizing, promoting, and nurturing a generation of professional athletes. When the private sector is encouraged to participate, the sports economy will have the opportunity to develop. Sports should become a value industry, creating jobs, stimulating consumption and services, boosting tourism, and promoting the national image.

When the Prime Minister called for "long-term investment" and "strong innovation in thinking," it clearly raised the issue of responsibility for the entire society, from management agencies, coaches, businesses to fans, in building a civilized, modern, and self-reliant sports system. The shift from focusing on key areas to aiming for greater heights requires the sports sector to prioritize investment in digital transformation, data collection, and the application of technology throughout the entire system, starting from the athlete selection process. The consistent performance at the SEA Games over the past two decades shows that Vietnamese sports have maintained a system of facilities and training. However, the investment value and social impact from sports infrastructure are very low, and the technological content in training is almost non-existent, mainly due to insufficient financial resources. A modern sports system requires an ecosystem where talent is discovered, nurtured, protected, and developed based on scientific principles and professional management. At the recent SEA Games 33, 70% of Vietnam's gold medals came from Olympic and Asian Games sports. That's a positive sign. However, translating those numbers into a new standing for Vietnamese sports at the Asian Games or the Olympics is an extremely difficult challenge. We have the foundation, young talent, and competitive spirit, but we need more technology, data, and modern management to compete with continental-level sports nations.

The period from 2026 to 2030 will be a true test of its ability to "reach new heights." Like other sectors, the sports industry needs to adhere closely to the four key resolutions issued by the Politburo, especially Resolution 57 on the development of science and technology and Resolution 68 on the development of the private economy. With upgraded infrastructure, digitized data, the application of sports science as a tool, and businesses working alongside the government, Vietnamese sports can absolutely aspire to reach the standards of the Asian Games and the Olympics.
