Self-nomination for National Assembly seats: A measure of the openness of democracy.

(VTC News) - Individual self-nomination demonstrates that our political system is neither closed nor monopolistic, but always maintains a wide-open space.

According to the plan, the election of deputies to the 16th National Assembly will take place on March 15th, with the results expected to be announced as early as March 22nd. The official list of candidates for the 16th National Assembly currently includes 868 people, of which 5 are independent candidates.

Self-nomination creates competition.

Like tens of millions of voters across the country, these days, Mr. Pham Phuoc - former Chairman of the People's Committee of Quang Binh province (now Quang Tri province) - is focusing his attention on the election event - a national celebration. On the eve of this momentous political event, the former leader of Quang Binh province expressed his delight at the fact that five individuals have nominated themselves as candidates for the 16th National Assembly.

According to Mr. Phuoc, this is not just a "highlight" in terms of numbers, but a vivid testament to democracy within the operating mechanism of a rule-of-law state.

"It can be seen that the Constitution and election laws have truly come into effect, creating conditions for all citizens with sufficient virtue and talent to have the opportunity to contribute to their localities and the country. When self-nominated candidates appear on the list, it not only increases persuasiveness but also increases voter support for the general list of candidates for the new National Assembly," Mr. Phuoc said, further analyzing that self-nominated candidates and those nominated for the National Assembly must go through the same "hurdles": from consultation and gathering opinions from voters in their place of residence to the assessment of their dossiers. However, this contributes to breaking down the "framework" of a rigid structure and increasing competition for the benefit of the people.

The presence of self-nominated candidates forces nominated candidates to work harder, prepare sharp, practical action programs, and focus on the interests of the people. This helps transform the list of delegates from a "pre-determined list" into a genuine competition of talent and virtue for the people.

Mr. Phuoc expressed his expectations: "The five self-nominated candidates for the 16th National Assembly are representatives of the spirit of modern democracy: proactive, responsible, and upholding the rule of law. If elected, they will also help the National Assembly become a more accurate reflection of the will of all strata of the people, contributing to the common cause of the country . "

According to Dr. Dang Van Cuong, Head of Chinh Phap Law Office, the right to self-nomination is a clear manifestation of the principle that state power belongs to the people, as the people can exercise state power through direct democracy and representative democracy via the National Assembly, People's Councils, and other state agencies. Therefore, self-nomination is when an individual believes they have the necessary qualifications, skills, and abilities and a desire to participate in the management and administration of the country. When a citizen submits a self-nomination application, it means that person is transforming their desire to participate in state management into a practical action. This is not just a desire for personal gain, but a commitment to responsibility for the future and destiny of the country, demonstrating their spirit and responsibility towards the nation.

"From that commitment, it can be emphatically affirmed that: The legal guarantee and facilitation of the right to self-nomination in practice is the most authentic measure of the openness of socialist democracy. It proves that our political system is not closed or monopolistic, but always maintains a wide, flexible space, ready to welcome and recruit all citizens with sufficient virtue and talent to directly contribute to the building and development of the country," Mr. Cuong shared.

Demonstrating democracy within the framework of the law.

In an interview with VTC News online, Mr. Bui Van Tieng – former Head of the Organization Department of the Da Nang City Party Committee – stated that Article 27 of the 2013 Constitution clearly stipulates that: “Citizens aged eighteen and above have the right to vote, and those aged twenty-one and above have the right to run for election to the National Assembly and People's Councils. The exercise of these rights is regulated by law.”

And according to current law, candidates include those who are nominated and those who nominate themselves.

According to Mr. Tiếng, the right to self-nomination is not only a fundamental right of individual citizens but also a measure of the openness of the country's democracy. More importantly, based on the reality of elections and candidacy in previous terms, although the percentage has not yet reached the expected level, in every term and at every level there have been self-nominated candidates.

"Whether nominated or self-nominated, all candidates must meet the same standards for elected representatives and are treated equally throughout the entire consultation process, having equal rights to contact voters and campaign."

"And most importantly, voters still trust and elect worthy self-nominated candidates, and self-nominated candidates are still elected. For example, in the 13th National Assembly, 4 out of 15 self-nominated candidates were elected, and in the 14th National Assembly, 2 out of 11 self-nominated candidates were elected," Mr. Tieng said, affirming that this demonstrates the openness of the political system, which is a prerequisite for promoting the exercise of democracy at the grassroots level.
