Ukraine claims responsibility for the car bomb attack that assassinated Mikhail Filiponenko, a Russian-appointed member of parliament in Lugansk.
Russian investigators said on November 8 that Mikhail Filiponenko, a Russian-appointed member of parliament from the Lugansk province, was killed in a car explosion. "His vehicle was rigged with an unidentified explosive device," an investigator said.
Hours after the incident, the Ukrainian Defense Intelligence Agency (GUR) claimed responsibility, stating that they had "carried out a special operation to bring down Filiponenko" and warning that they would continue to target officials appointed by Russia.

Ukrainian intelligence accuses Filiponenko of "torturing civilians and prisoners" while serving in the Lugansk militia. Russia has not yet responded to Ukraine's claims.
Mikhail Filiponenko was a commander in the separatist militias in Lugansk. Russian media reported that Filiponenko survived an assassination attempt on February 21, 2022, a few days before Moscow launched its military operation in Ukraine.
Leonid Pasechnik, the Russian-appointed leader of the Lugansk administration, offered his condolences, saying that Filiponenko's passing was a great loss.

Russia annexed four provinces—Donetsk, Lugansk, Kherson, and Zaporizhzhia—in October 2022. Ukraine, along with many Western countries, criticized and affirmed that it did not recognize Russia's annexation. Many politicians and officials appointed by Russia in the annexed regions have become targets in car bomb attacks carried out by Ukrainian intelligence.
