Responding to unusual rainfall and flooding in the North.

As of midday and afternoon on August 21st, the situation of rain, wind, flooding, and bad weather is not only occurring in Bac Ninh province but has also spread to other provinces such as Lang Son, Thai Nguyen, and Tuyen Quang… The Ministry of Agriculture and Environment has requested urgent response to the floods.

In an urgent dispatch sent to the People's Committees of the northern mountainous provinces on the afternoon of August 21, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep stated that meteorological agencies have reported widespread rainfall in the North ranging from 50 to 120mm. Many areas received over 250mm of rain. Some locations are at risk of rainfall exceeding 100mm in 3 hours. There is a risk of flash floods on small rivers and streams and landslides on slopes, especially in Lai Chau and Dien Bien provinces.

Information needs to be disseminated to the public and local authorities as soon as possible.

The Ministry of Agriculture and Environment has issued a directive requesting localities to closely monitor forecast and warning information. This information must be promptly disseminated to local authorities and residents. Residential areas along rivers and streams, and low-lying areas, must be inspected. Monitoring forces must be stationed at underpasses and spillways – areas with strong currents or landslide risks.

The Ministry of Agriculture and Environment also requested that localities prepare personnel, equipment, and supplies for rescue and relief operations. They must address incidents and ensure smooth traffic flow when heavy rains occur. Duty officers must maintain strict vigilance.

Observations indicate that from the early morning of August 21st, the convergence zone caused very heavy rainfall over a wide area in the northeastern part of Northern Vietnam, resulting in severe flooding in many areas of provinces such as Lang Son, Bac Ninh, and Thai Nguyen. People were caught off guard, with water overflowing into markets, houses, warehouses, and livestock facilities. The meteorological agency warned of rapidly rising floodwaters on the Thai Binh river system from August 21st to 23rd.

In Lang Son province, heavy rain from the night of August 20th to the afternoon of August 21st caused flooding and landslides in many villages in Xuan Duong commune. Local authorities evacuated people and property from the dangerous areas. In Huu Lien commune, landslides blocked several roads, forcing four households to temporarily leave their homes. Provincial Road 243 was cordoned off for repairs.

In the northern part of Thai Nguyen province, heavy rains have flooded numerous residential areas in Bac Kan and Duc Xuan wards, with many roads submerged under 30-50cm of water, and water overflowing into homes and schools. Traffic is difficult on Doi Ky, Kon Tum roads and the central square area.

The Cau River's water level rose very quickly. Many residential areas along the river were flooded by more than 1 meter, with water overflowing into people's homes and submerging their belongings, prompting residents to appeal for help on social media.

In the northern part of Bac Ninh province, many areas are also deeply flooded, and some roads have been affected by landslides, disrupting traffic. The most severely flooded areas include the communes of Son Dong, Dai Son, Yen Dinh, Tuan Dao, and Tay Yen Tu.

The deepest areas are flooded to approximately 2 meters. Many culverts are completely submerged, and Tay Yen Tu commune is partially isolated. Rainwater is flooding people's homes, and the risk of further flooding is high.

In Tuyen Quang province, rainfall exceeding 100mm in just a few hours was recorded in many communes. The meteorological agency warned of flash floods and landslides and requested that hydroelectric reservoirs be operated according to safety procedures.

In Quang Ninh province, heavy and prolonged rain, accompanied by strong winds along the coast, is expected. Mountainous communes such as Hai Son, Ky Thuong, Mong Duong, and the Mong Cai area are warned of a high risk of flash floods and landslides during the night of August 21st.

The Department of Meteorology and Hydrology (Ministry of Agriculture and Environment) warns that the Thai Binh river system will experience a flood from August 21 to 23 with an amplitude of 2-8m in the upper reaches, potentially reaching alarm levels 2-3. Accordingly, water levels in the Luc Nam, Thuong, and Cau rivers are rising rapidly. The situation is expected to be complex on the night of August 21, especially in areas where rainfall intensity exceeds 100mm in 3 consecutive hours.
