The Hanoi -Quang Ninh high-speed railway line is designed as a double-track line with a 1,435 mm gauge and full electrification. The starting point is at the National Exhibition Center (Co Loa), Dong Anh commune, Hanoi; the end point is at the public park area, Tuan Chau ward, Quang Ninh province, opposite the Vinhomes Ha Long Xanh urban area. The line passes through four localities: Hanoi, Bac Ninh, Hai Phong, and Quang Ninh. In terms of operational technology, the design speed for the main section is 350 km/h, while the section through Hanoi is 120 km/h. The line includes five stations: Co Loa, Gia Binh, Ninh Xa, Yen Tu, and Ha Long Xanh; a depot is located at Ha Long Xanh station, Tuan Chau ward. The project is expected to utilize approximately 551 hectares of land, including 44 hectares in Hanoi, 19 hectares in Bac Ninh, 210 hectares in Hai Phong, and 278 hectares in Quang Ninh. The total investment for the project is approximately over 150,000 billion VND (approximately over 5 billion USD).
The Hanoi - Quang Ninh high-speed railway project, approximately 120.4km long, is being invested in by Vinspeed High-Speed Railway Investment and Development Joint Stock Company (part of Vingroup ) under a public-private partnership. Upon completion, the travel time from Hanoi to Ha Long via this route will be shortened to about 30 minutes, with a frequency of 30 minutes per trip. The projected passenger volume is over 2 million passengers per year by 2028 and over 15 million by 2050.

To expedite the project's implementation, the Quang Ninh Provincial People's Committee had previously sent a document to Vinspeed High-Speed Railway Investment and Development Joint Stock Company regarding the proposed route and works for the Hanoi-Quang Ninh high-speed railway project. Accordingly, the province agreed in principle to the proposed route as a basis for the investor to proceed with the next steps according to regulations.
The Hanoi - Quang Ninh high-speed railway line, the section passing through Quang Ninh province, will traverse the boundaries of the following communes and wards: Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An, and Tuan Chau; with a total length of approximately 39.325 km; from Km80+895.16 (bordering Hai Phong City) to Km120+219.72 (at Ha Long Xanh station and depot).
After passing through Hai Phong City and crossing the Da Vach River, the route goes through Hoang Que Ward to Yen Tu Station; it runs parallel to the oil pipeline corridor in Uong Bi Ward to Dong Mai Ward, then turns right and goes behind the Dong Mai Industrial Park; the route goes north of Na Mountain and Vu Tuong Mountain; continues straight to Song Hot Bridge, turns left and follows the Hai Phong - Ha Long Expressway to the Minh Khai interchange; the route turns right into Ha Long Green Station in Tuan Chau Ward.
The Quang Ninh Provincial People's Committee also agreed on two proposed locations for the Hanoi-Quang Ninh high-speed railway line, specifically the section passing through Quang Ninh province. The Yen Tu station is an intermediate station, located at kilometer marker 91+410 in Yen Tu ward, and will be connected to the existing transportation infrastructure in the area, linking to National Highway 18 and the riverside road. The Ha Long Xanh station and depot is the terminal station, located at kilometer marker 119+140 in Tuan Chau ward, and will be connected to the existing transportation infrastructure in the area (National Highway 18 and the Ha Long-Hai Phong expressway).
Good news! Recently, the People's Committee of Quang Ninh province issued Plan No. 115/KH-UBND on organizing the groundbreaking ceremony for the Hanoi - Quang Ninh High-Speed Railway Project. This is a key transportation infrastructure project that the province has identified as a particularly important inter-regional project with strategic significance in the province's socio-economic development.
The groundbreaking ceremony is scheduled to take place on April 12, 2026, at the construction site of the Ha Long Green Station (located in Tuan Chau and Viet Hung wards). Quang Ninh province requires the investor and relevant departments, agencies, and localities to organize the groundbreaking ceremony in a solemn, safe, efficient, and economical manner.
Quang Ninh province has identified this as one of the projects launched to celebrate the successful conclusion of the 16th National Assembly elections and the People's Council elections at all levels for the 2026-2031 term. This will promote regional connectivity, sustainable development, and the completion of a synchronous and modern transportation infrastructure system, contributing to attracting even more investors and large enterprises to Quang Ninh.
The Hanoi-Quang Ninh high-speed railway project is expected to be completed and put into operation in 2028. This is certainly a long-awaited dream not only for the people of Quang Ninh, but also for the localities of Hanoi, Hai Phong, and Bac Ninh – through which the high-speed railway line passes.
