Van Don Special Economic Zone is a mountainous and island area of the province with a total area of 2,171.33 km², of which the sea area accounts for 1,620 km², equivalent to 74.6% of the natural area. This area has a rich and diverse marine ecosystem, serving as a breeding ground for many high-value aquatic species such as sea worms, clams, oysters, grouper, snapper, and shrimp… Prior to the occurrence of Typhoon No. 3 in 2024 There are approximately 1,200 households engaged in aquaculture, primarily raising grouper, pearl oysters, Pacific oysters, clams, and mussels... This generates significant income, contributing to stable livelihoods and boosting the local economy .

Marine aquaculture activities in Van Don are implemented systematically according to the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, and the Project for the Development of Marine Aquaculture to 2030, with a vision to 2045, covering a total planned area of 23,821 hectares, comprising 91 farming zones, with a rational structure between mollusk farming, marine fish farming, and integrated farming to serve experiential tourism .
Following Typhoon No. 3 in 2024, with the guidance and support of the province and the agriculture and environment sector, the Van Don Special Economic Zone government focused on resolving difficulties in allocating sea areas, assisting in access to loans, and creating conditions for fishermen to quickly recover and rebuild production. By the end of 2025, the entire area had 142 enterprises and cooperatives and approximately 1,200 households engaged in aquaculture, focusing on oyster farming, cage fish farming, and some high-value aquatic species.

According to Nguyen Van Phu, Director of the Ngu Long Van Don Cooperative, being allocated a stable sea area of 350 hectares has helped oyster farmers feel secure in making long-term investments and overcome the problem of fragmented production. Specifically for Pacific oysters, the cooperative currently achieves a production of approximately 7,000 tons per year, making a significant contribution to the local total seafood output.
Entering 2026, the Van Don Special Economic Zone is determined to continue standardizing aquaculture areas according to planning, encouraging the application of new, environmentally friendly cage materials, developing offshore aquaculture; promoting the application of science and technology and digital transformation in the management and monitoring of aquaculture areas; strengthening seed management and disease prevention; and simultaneously promoting trade and building brands for key products such as oysters, clams, and grouper, aiming to expand markets and exports.

Mr. Dao Van Vu, Vice Chairman of the People's Committee of Van Don Special Economic Zone, said: Implementing the Resolution of the Van Don Special Economic Zone Party Congress for the 2025-2030 term and the Resolution of the 16th Provincial Party Congress, the locality has focused on decisively directing planning work, especially marine spatial planning, as a basis for developing economic sectors according to the set orientation. In the fisheries sector, Van Don Special Economic Zone closely coordinates with departments, agencies and the Provincial Economic Zone Management Board to review and adjust the province's Planning 80, in conjunction with the Quang Ninh Marine Economic Development Project. Based on that, in 2026, the special economic zone will further concretize this through a Resolution of the Party Committee, clearly defining the two main pillars of the marine economy: tourism service development and marine aquaculture.
By 2026, the Van Don Special Economic Zone aims to achieve a total fisheries production of 196,055 tons, including 151,143 tons from aquaculture, thereby affirming the pivotal role of the marine economy and making a significant contribution to the local area's growth target of over 25%.
