The heroic spirit of Dien Bien Phu will forever resound.

Seventy years ago today, at 5:30 PM on May 7, 1954, the "Determined to Fight - Determined to Win" flag of the Vietnam People's Army flew atop General De Castries' bunker, signaling the complete victory of the Dien Bien Phu campaign and the triumphant conclusion of our nation's nine-year, arduous, and heroic resistance against French colonialism.

“Nine years of struggle for Dien Bien Phu, creating a red wreath of victory and a golden epic” – these two lines by poet To Huu remain timeless, reflecting the epochal significance of the Dien Bien Phu victory – a glorious “golden epic” in the history of our nation’s struggle to defend its independence. The Dien Bien Phu victory is an immortal epic stemming from the glorious historical traditions of our nation, from the wise and skillful leadership of the Communist Party of Vietnam and the great President Ho Chi Minh, from the strength of national unity, and from the resolute will of our army and people to fight for independence and freedom.

Following the victory at Dien Bien Phu in 1954, our nation continued to write a glorious epic in the Ho Chi Minh era, achieving brilliant victories: the "Hanoi - Dien Bien Phu in the Air" in 1972; the Ho Chi Minh Campaign in 1975, completely liberating the South, unifying the country, and leading the entire nation towards socialism; firmly protecting the independence, sovereignty , unity, and territorial integrity of the Fatherland. Previous generations of Vietnamese people refused to be enslaved, demonstrating revolutionary heroism, courage, and creativity, defeating all invading enemies and gloriously completing the cause of national liberation. Today's generations are determined to uphold the spirit of the Dien Bien Phu victory, daring to think and act, being dynamic and creative in the cause of reform, and creating miracles in the cause of building and defending the Fatherland.

The 70th anniversary of the Dien Bien Phu victory is an occasion for us to feel even more proud of the glorious Communist Party of Vietnam, the great President Ho Chi Minh, and to remember General Vo Nguyen Giap - the Commander-in-Chief of the Vietnam People's Army, who directly commanded the Dien Bien Phu campaign. Generations of those who directly fought and generations who are now enjoying the fruits of the Dien Bien Phu victory all fully feel the vibrant red of the victory flag shining brightly from every corner of the country and feel pride and honor deep in their hearts for a heroic Vietnam. In the resounding echoes of the victory anthem, we respectfully bow our heads to express our profound gratitude to the heroic martyrs, the heroic Vietnamese mothers, the wounded and sick soldiers, and all compatriots and soldiers throughout the country who bravely fought and sacrificed their lives and blood for the independence and freedom of the Fatherland, and for the happiness of the people. Every citizen of Thai Binh is increasingly proud of the worthy contributions of the province's army and people in the resistance war against French colonialism and the Dien Bien Phu campaign, contributing to "bringing glory to the nation and honor to the race," further enhancing the national flag and the glorious, resilient, indomitable, patriotic, and revolutionary traditions of their homeland.

Looking back at the Dien Bien Phu victory 70 years ago, we see that the burning desire for independence, the spirit of unity and solidarity, the belief in self-reliance and self-improvement, the strong aspiration to overcome difficulties and challenges, and the determination to seize opportunities are the sources of strength that enabled our nation to defeat all enemies. That victory, "renowned throughout the world and shaking the earth," will forever remain a glorious milestone in history and a source of pride for the Vietnamese people. It serves as a powerful source of inspiration and motivation, while also leaving many valuable lessons for the entire Party, the entire people, and the entire army in the cause of building and defending the Fatherland today and in the future. More than ever, the revolutionary spirit of offensive action, the will for self-reliance and self-strength, and the determination to fight and win of our army and people in the Dien Bien Phu campaign need to be highly promoted in the cause of building and defending the Fatherland, making Vietnam's land "more dignified and more beautiful" as desired by our beloved President Ho Chi Minh.

With a glorious revolutionary tradition, heroic spirit, creativity, and courage, the Party Committee and people of Thai Binh continue to uphold the spirit of the Dien Bien Phu victory, unite, strive to overcome all difficulties and challenges, and are determined to successfully implement the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress, soon realizing the goal of becoming a developed province in the Red River Delta region.
