With the goal of continuously improving productivity and service quality, over the years, Song Chu One-Member Limited Company (hereinafter referred to as Song Chu Company) has paid special attention to improving management and operation, applying science and technology, and digital transformation in its production and business activities.

Annually, the company has 10-15 initiatives and technical improvements in various fields: management and operation; mechanical and electrical engineering improvements; flexible and rational labor allocation and arrangement; human resource planning and training; among which 4 initiatives have been recognized and classified as A by the Provincial Science and Technology Council: “Research and comprehensive implementation of measures to save electricity in irrigation pumping stations in Song Chu Company”; “Research, development and application of a contract-based management plan for irrigation works to improve production and business efficiency and ensure project safety”; “Some solutions for managing the Cua Dat – Bai Thuong – Song Muc irrigation system to improve the quality and efficiency of irrigation services in Song Chu Company”; “Flexible, safe and effective flood control downstream of Cua Dat reservoir”... These initiatives and technical improvements have been and are being applied, contributing billions of dong in profit to the company each year.

With the ongoing intense heatwave, localities and units are proactively implementing irrigation and drought prevention plans to support crop production. The company has launched a high-intensity emulation campaign throughout the system, focusing on the safe operation of irrigation systems and maximizing the efficiency of irrigation and drainage for over 150,000 hectares of crops per year in 16 districts and Thanh Hoa City and Sam Son City. From the company headquarters to its branches, effective irrigation and drought prevention plans have been developed and implemented for each project and field. Regular inspections of the condition of irrigation works are conducted; damage and seepage are promptly addressed; water intake gates at reservoirs are managed rationally; and measures are taken to maximize the use of natural water sources and return water, increasing water storage in irrigation systems. Water is also being supplemented between related irrigation works and systems...

The rotational irrigation water regulation measure was applied from the beginning of the season and maintained throughout the season for the main canals, focusing on areas facing irrigation water shortages. For highland communes and areas at the end of the canals in districts such as Quang Xuong, Nong Cong, Trieu Son, Dong Son, etc., the company directed its irrigation branches to proactively install additional mobile pumping stations and diesel pumps to provide timely supplementary water. Personnel were assigned to work 24/7 shifts to closely monitor the infrastructure and areas to clear waterways and supply water to highland areas and fields at the end of the canals that were experiencing water scarcity. At this time, farmers are delighted to have sufficient water for planting their crops despite the hot weather.

Present at the Song Chu Company - Quang Xuong Irrigation Branch, during the hot weather, the Director of the Quang Xuong Irrigation Branch, Cao The Son, shared: Thanks to the proactive and comprehensive implementation of solutions, 8,400 hectares of crops, including more than 6,000 hectares of the 2024 crop season, which the branch is responsible for irrigating, especially in the highland communes at the end of the canals, have sufficient water for planting and cultivation.

To prevent drought and water shortages in the fields, Song Chu Company has prioritized water regulation for the downstream area of ​​Quang Xuong canal. The Quang Xuong Irrigation Branch has maintained, repaired, and dredged irrigation canals, sluices, and dams, and serviced pumping stations to improve production capacity. The Quang Xuong Irrigation Branch has dredged several main canals of pumping stations, dredged the canal system, and removed debris to improve water flow and store water for drought relief, with a total volume of nearly 10,000 m³ of mud and soil excavated. A campaign was launched to mobilize 100% of its staff, engineers, and workers to the field to coordinate with local authorities in a peak period of rotational water distribution to the fields in several downstream and high-lying, difficult-to-irrigate areas. Workers were assigned to work in shifts at the Mai Chu sluice gate (Quang Yen commune) to regulate freshwater from the Hoang River to the Ly River (due to low water levels in the Ly River), ensuring water supply for pumping stations along the Ly River. Thirty-seven irrigation pumping stations have been operating, pumping water from the Guangzhou River, Huang River, and Li River to serve agricultural production. The Ngoc Giap, Guangzhou, and Truong Le drainage sluices have been operated and regulated by the Quang Xuong Irrigation Branch to appropriately store freshwater for irrigation and combat drought for crops.

Currently, farmers in the irrigation systems served by Song Chu Company have received sufficient water to care for nearly 50,000 hectares of rice crops, which are developing well. To acknowledge the responsibility of the staff and workers of the irrigation branches who have strived to overcome difficulties, manage and operate the facilities safely and efficiently, and serve agricultural production under harsh weather conditions and intense heat, the leadership of Song Chu Company continues to care for the lives of its staff and workers; organizing appropriate work plans to ensure the health of those working directly on the facilities under hot weather conditions.

Along with implementing drought prevention measures, Song Chu Company is developing flood and storm prevention plans for 75 reservoirs and dams to submit to competent authorities for approval. The company's flood and storm prevention command board has urged and directed its branches to complete inspection, maintenance, repair, and preparation of spare parts and equipment for replacement in case of incidents, and to conduct trial runs of the system. 100% of existing structures are safe and ready to serve production during the rainy and stormy season. Branches are also directed to coordinate with relevant districts, towns, cities, and communes to implement emergency response plans for these structures.

However, irrigation and drainage services for agricultural production on the Song Chu irrigation system have been facing some disadvantages. The Cua Dat - Bai Thuong irrigation system is dependent on the power generation schedule of the Cua Dat Hydropower Plant, and the water flow into the main canal is unstable at many times. Electric pumping stations in Cam Thuy district are often unable to draw water due to their dependence on the power generation schedules of several hydropower plants on the Ma River. To proactively overcome these difficulties, Song Chu Company has installed several temporary pumping stations at Cam Tan 1, Cam Tan 2, etc., to pump water for crop irrigation.

The work is quiet and arduous, but every officer, engineer, and worker at Song Chu Company loves their job, is enthusiastic, and strives to serve production, just like the Chu River diligently depositing alluvial soil and providing cool water for successive bountiful harvests, contributing to the construction of new rural areas in Thanh Hoa province.

Thanks to these efforts and achievements, Song Chu Company has always been considered one of the exemplary enterprises in the national irrigation project management and operation sector. Throughout its development, the company has been honored with the First, Second, and Third Class Labor Orders from the President of Vietnam; the title "Enterprise for Farmers" awarded by the Ministry of Agriculture and Rural Development; and numerous Certificates of Merit, commendations, and awards from various levels and sectors, from the central to local governments.
