For the digital future of every citizen

The issuance of electronic identity accounts to individuals and organizations has been identified as one of the key and urgent tasks in building a digital government. To achieve this goal, the Lam Dong Provincial Police Department launched a 60-day intensive campaign to accelerate progress, aiming for the goal of "each citizen - one digital identity," creating a solid foundation for the development of the digital economy and digital society in the locality.

The entire political system is involved.

During this peak period, the Provincial Police will mobilize the synchronized participation of the entire grassroots political system with the motto "going to every alley, knocking on every door, checking every person." The police force at the commune, ward, and special zone levels will play a core role, coordinating with community digital technology teams and local political and social organizations to review lists, plan propaganda and mobilization efforts, and directly assist people in registering.

The police forces in wards and communes demonstrated the highest sense of responsibility, making efforts, being creative, staying close to their assigned areas, overcoming difficulties, and working with the motto "clear person, clear task, clear progress, clear results, clear responsibility," ensuring progress and quality. This was especially true for the process of receiving and processing level 2 electronic identification documents for citizens.

Every day, many citizens come to the One-Stop Service Center of the Provincial Police to carry out procedures related to citizen identification cards.

Thanks to the efforts of the entire political system, by September 17th, Lam Dong province had registered level 2 identification accounts for 2,310,157 out of 2,935,139 citizens over 14 years old, achieving a rate of 78.71%. Regarding the electronic identification of agencies, organizations, businesses, and cooperatives, the province had registered 15,666 out of 26,658, reaching a rate of 61.06%.

Beyond simply accepting applications at police stations 24/7, task forces also provide home visits to assist the elderly, the sick, the lonely, and those with mobility difficulties. The principle of "leaving no one behind" is paramount, ensuring that all citizens have the opportunity to access and possess digital identity. Simultaneously, information security and safety are prioritized. Wards and communes must proactively develop plans to protect systems and equipment, and have contingency plans in place to respond to incidents. Public awareness campaigns are also intensified through newspapers, radio, television, and social media, helping people understand the practical benefits of electronic identification.

In recent times, the issuance of electronic identification accounts to agencies, organizations, and citizens in Lam Dong province has achieved some encouraging results. To ensure the effectiveness of this campaign and to meet the set requirements, the Provincial Police will direct the police forces in the communes to do a good job of compiling lists, coordinating with community digital technology teams and the grassroots security system to mobilize and educate people to cooperate in registering and activating electronic identification accounts.

Directing the police forces in the communes to perform well, mobilizing all forces, means, and resources, advising the Party Committee and People's Committees at all levels to support and work together with the police force in successfully implementing this 60-day intensive campaign.

Telecommunications companies join forces to spread digital transformation to every citizen.

A key highlight is the collaboration of telecommunications companies. The provincial police have worked with Viettel, MobiFone, and Vinaphone to coordinate the provision and verification of SIM cards for citizens. In particular, for disadvantaged cases, the province will mobilize resources to donate smartphones and registered SIM cards, ensuring the necessary conditions for Level 2 identification and the use of features on the VNeID application.

During the 60-day peak period, MobiFone Lam Dong province collaborated with the Provincial Police at 55 citizen identification card issuance points and 124 communes, wards, and special zones. MobiFone staff and youth union members directly assisted people in registering SIM cards under their own names, installing and integrating level 2 electronic identification accounts on the VNeID application.

MobiFone also provides free SIM cards and data packages to local security forces and community digital technology teams, ensuring smooth, fast, and secure communication and internet access. This is practical support, creating favorable conditions for frontline forces to carry out their duties more effectively. Beyond technical support, MobiFone also promotes awareness campaigns through various methods: standees, leaflets, billboards, and digital media on social networks, highlighting the outstanding benefits of the VNeID Level 2 account.

In addition to the local police system, people can also go directly to MobiFone stores to receive guidance on registering their SIM cards under their own names, facilitating VNeID integration. In the near future, the company also plans to deploy mobile booths, focusing on supporting students – a young, dynamic group that can easily access and spread digital transformation within the community.

"Currently, MobiFone also provides cybersecurity service packages such as MobiSafe – helping people protect their devices and data, prevent online fraud, and support parents in controlling their children's access. For agencies and businesses, MobiFone provides specialized security solutions to combat malware and cyberattacks, along with training and drills on cybersecurity," said Mr. Le Tai, Director of MobiFone Company in Lam Dong province.

Clearly, the 60-day campaign is not merely an administrative effort, but also a commitment from Lam Dong province to the future. With each citizen possessing a digital identity, all administrative procedures will be streamlined with just a tap on a phone. Citizens will save time and money, and corruption will be reduced. Government agencies will manage more efficiently and transparently. Businesses will find transactions more convenient, expanding into a modern and secure business environment.

More importantly, level 2 electronic identification creates a "digital shield" that enhances security, prevents fraud, and protects citizens' rights in cyberspace. This is a solid foundation for Lam Dong to successfully implement the Government's Project 06 on the development of population data, electronic identification and authentication, serving the national digital transformation in the period 2022-2025, with a vision to 2030.
