According to Decision 1431/QD-CTN signed by President Vo Van Thuong on November 28, 42 individuals were awarded the title of People's Artist (NSND). This is the latest list of NSND title conferment for the second batch of 2023.
The first list was approved and signed by the President on June 22, with 77 artists being awarded the title. Including both lists, a total of 119 artists were awarded the title of People's Artist for the 10th time, including Meritorious Artist Tan Minh and his wife Thu Huyen, both of whom were awarded the title of People's Artist.

In the list of artists awarded the title of People's Artist for the second time, there is Meritorious Artist Tan Minh. Singer Tan Minh was born in 1972, is a male singer loved by many audiences. He is the only modern singer to be awarded the title of People's Artist this time.
Tan Minh was born in Nam Dinh , orphaned when he was only 15 years old; At the age of 16, he went to Hanoi after winning a prize at the Student Singing Contest, he passed the entrance exam to the Hanoi Conservatory of Music and became an actor at the Thang Long Music and Dance Theater.

He is known for famous songs such as: First Love Letter, Phoenix, Mother, First Love, You and I, I Lull You to Sleep, Wishing for Hanoi . In 2015, he was awarded the title of Meritorious Artist.

Thu Huyen was born in 1975 in Hanoi in a family where no one was active in the arts, but she loved singing Cheo since she was a child.
She is famous for her role as Thi Mau in the ancient Cheo play Quan Am Thi Kinh. She has eyes that are as sharp as areca nuts, has crooked teeth, and a mole on the corner of her lips, contributing to making Thi Mau the most flirtatious image in Vietnamese folk literature.
In 2018, the Hanoi City Council for the Award of People's Artist and Meritorious Artist titles removed her from the list of proposals to the State Council for the award of People's Artist and Meritorious Artist titles because she lacked a national gold medal.
