Late afternoon on October 30, 2023, we were present at the construction site of the Lai Xuan Bridge Investment Project connecting Thuy Nguyen District, Hai Phong City with Dong Trieu Town, Quang Ninh Province. This is the second bridge across the Da Bach River (also known by locals as the Da Bac River) connecting Hai Phong - Quang Ninh, along with Lai Xuan Bridge.
According to observations, in Dong Trieu town, Quang Ninh province, the project is still in a state of "inaction". In Thuy Nguyen district, Hai Phong city, the contractor is busy constructing a section of more than 200 m long from the edge of Da Bach river to the foot of the dike.

Talking to Nguoi Dua Tin about this situation, Mr. Dinh Duc Duy - representative of the unit supervising the Lai Xuan Bridge Construction Investment Project, said that because the site has not been handed over, the contractor has not been able to organize the construction of the bridgehead road and the approach bridge on the Quang Ninh province side, although the human resources and some machinery and materials have been prepared.
On the Hai Phong side, from the beginning of September 2023, due to the handover of additional land with a length of about 200 m from T4 to T7, the contractor urgently constructed the approach piers. Previously, due to lack of land, from February to September 2023, the contractor was only able to construct 2 piers T9 and T8.
“Immediately after the project started on February 2, 2023, the contractor focused on human resources, machinery, and materials for construction. Due to lack of land, up to now, after nearly 9 months from the start date, only about 20% of the work has been completed, behind schedule compared to the plan. In order for the project to “finish” at the end of 2024, in 2023, the locality must hand over the entire cleared land to the contractor to organize construction,” Mr. Dinh Duc Duy informed.

According to information from the People's Committee of Hai Phong City, Resolution No. 20/NQ-HDND dated August 12, 2021 of the City People's Council decided on the investment policy of the Lai Xuan Bridge Construction Investment Project and the renovation and expansion of Provincial Road 352. The project was approved by the People's Committee of Hai Phong City in Decision No. 2272/QD-UBND dated July 13, 2022.
The project has a total investment of more than 1,300 billion VND, and was started on February 2, 2023. Of which, the investment in the construction of Lai Xuan Bridge (Lai Xuan Bridge Project) alone has an investment of nearly 520 billion VND. The Hai Phong Traffic Construction Investment Project Management Board was assigned by the Hai Phong City People's Committee to represent the investor.
Lai Xuan Bridge project includes the following items: Da Bach River overpass bridge with a length of more than 840 m, the main bridge and approach bridge are 12 m wide with reinforced concrete structure; approach bridge and approach roads on both ends of the bridge with a length of nearly 1.6 km.
According to Mr. Do Tuan Anh - General Director of the Hai Phong Traffic Construction Investment Project Management Board, due to lack of land, by the end of October 27, the contractor had only completed the contracted work volume valued at VND104 billion out of the total of nearly VND520 billion (about 20%).
Of which, 67 bored piles have been completed, and the site is currently being leveled for construction of pier T4, bored piles for pier T5, T7, construction of pier body T6, T8 and T9, and casting of super T beams.
To complete and put the project into use by the end of 2024, the Hai Phong Traffic Construction Investment Project Management Board requested the authorities of Thuy Nguyen district, Hai Phong city and Dong Trieu town, Quang Ninh province, to speed up site clearance work and promptly hand over the entire cleared site to the construction contractor.

For a long time, the people in the area around the project mainly had to travel via Lai Xuan ferry, which was very inconvenient. Hai Phong City's investment in the Lai Xuan Bridge construction project and the renovation and expansion of Provincial Road 352 met the people's expectations.
Besides, it contributes to creating an inter-regional traffic connection system, meeting the transportation needs between industrial parks and industrial clusters in Thuy Nguyen district and Dong Trieu town in particular, between Hai Phong and Quang Ninh in general.
At the same time, gradually complete the transportation network of Hai Phong City, Quang Ninh Province and the Northern key economic region. Contribute to the socio-economic and cultural development of localities in the project area .
