Working while waiting for the land to be available.

Late in the afternoon of October 30, 2023, we were present at the construction site of the Lai Xuan Bridge project connecting Thuy Nguyen District, Hai Phong City, with Dong Trieu Town, Quang Ninh Province. This is the second bridge crossing the Da Bach River (also known locally as the Da Bac River) connecting Hai Phong and Quang Ninh, along with the Lai Xuan Bridge.

According to observations, on the Dong Trieu town side in Quang Ninh province, the project remains stalled. On the Thuy Nguyen district side in Hai Phong city, the contractor is busy constructing a section over 200 meters long, stretching from the edge of the Da Bach river to the base of the dike.

Speaking to Nguoi Dua Tin about this situation, Mr. Dinh Duc Duy - representative of the unit supervising the Lai Xuan Bridge construction investment project, said that due to the lack of land handover, the contractor has not been able to organize the construction of the bridge approach road and the bridge on the Quang Ninh province side, even though they have ready manpower and have gathered some machinery and materials.

On the Hai Phong side, since the beginning of September 2023, due to the handover of additional land with a length of approximately 200 meters from position T4 to T7, the contractor has been urgently constructing the bridge piers. Previously, due to the lack of available land, from February to September 2023, the contractor only managed to construct the foundations of piers T9 and T8.

“Immediately after the project commenced on February 2, 2023, the contractor concentrated manpower, machinery, and materials for construction. Due to a lack of available land, nearly nine months after the commencement date, only about 20% of the work has been completed, falling behind schedule. For the project to be completed by the end of 2024, the local authorities must hand over all cleared land to the contractor in 2023,” Mr. Dinh Duc Duy informed.

According to information from the People's Committee of Hai Phong City, Resolution No. 20/NQ-HĐND dated August 12, 2021, of the City People's Council decided on the investment policy for the Lai Xuan Bridge construction project and the renovation and expansion of Provincial Road 352. The project was approved by the People's Committee of Hai Phong City in Decision No. 2272/QĐ-UBND dated July 13, 2022.

The project has a total investment of over 1,300 billion VND and commenced construction on February 2, 2023. Of this, the construction of the Lai Xuan Bridge (Lai Xuan Bridge Project) alone accounts for nearly 520 billion VND. The Hai Phong City People's Committee assigned the Hai Phong City People's Committee to act as the investor's representative for the project.

The Lai Xuan Bridge project includes the following components: a bridge over the Da Bach River with a length of over 840 m, a main bridge and approach bridge width of 12 m with reinforced concrete structure; and approach bridges and access roads at both ends of the bridge with a length of nearly 1.6 km.

According to Mr. Do Tuan Anh, General Director of the Hai Phong Investment and Construction Project Management Board for Transportation Works, due to a lack of available land, as of October 27th, the contractor had only completed 104 billion VND worth of contract work out of a total of nearly 520 billion VND (approximately 20%).

Of these, 67 bored piles have been completed, and site leveling is currently underway for pier T4, bored piles for piers T5 and T7, pier shaft construction for T6, T8, and T9, and casting of super T girders.

To complete and put the project into operation by the end of 2024, the Hai Phong Investment and Construction Project Management Board for Transportation Works requests the authorities of Thuy Nguyen District, Hai Phong City, and Dong Trieu Town, Quang Ninh Province, to accelerate land clearance work and promptly hand over all cleared land to the construction contractor.

For a long time, travel between the residents of the area surrounding the project has been very inconvenient, mainly via the Lai Xuan ferry. The investment by Hai Phong City in the Lai Xuan bridge construction project and the renovation and expansion of provincial road 352 fulfills the aspirations of the people.

In addition, it contributes to creating an inter-regional transportation network, meeting the transportation needs between industrial zones and clusters in Thuy Nguyen district and Dong Trieu town in particular, and between Hai Phong and Quang Ninh in general.

At the same time, the project aims to gradually improve the transportation network of Hai Phong City, Quang Ninh Province, and the Northern key economic region. This will contribute to the socio-economic and cultural development of the localities in the project area .
