Quang Ninh and the coal industry have always been intimately connected, "blood and flesh," "two yet one, one yet two." The development of the mining industry has always been closely linked to the construction and growth of Quang Ninh.

During the 2020-2025 term, Quang Ninh achieved many outstanding results, continuing to maintain its role as a comprehensive growth pole in the Northern region. Economic growth rate remained high, estimated at an average of 10.4% per year over the 5 years from 2021-2025, 1.7 times higher than the national average. The size of the economy increased rapidly, estimated to reach VND 395,000 billion in 2025, 1.9 times higher than in 2020. The economic structure is shifting positively and sustainably, with the proportion of the industrial, construction, and service sectors, and product taxes increasing from 93.4% in 2020 to an estimated 95.9% in 2025. The average GRDP per capita in 2025 is estimated to reach over US$11,000, 2.23 times the national average and 1.7 times the 2020 figure. Total state budget revenue in the province consistently ranks among the top localities nationwide, estimated at over VND 274,000 billion during the 2021-2025 period, 1.3 times higher than the 2016-2020 period, with an annual increase of 3.1%. Quang Ninh is one of the localities that contributes to the national budget and has one of the highest revenue figures among provinces and cities nationwide.

Contributing to this proud achievement are the efforts, intelligence, enthusiasm, and responsibility of the workers and officials in the coal industry. This important industry continues to maintain its role as a pillar of the province's economy, contributing to ensuring national energy security. During the 2021-2025 period, the total output of clean coal is estimated to reach 219 million tons, an increase of 12.7% compared to the 2016-2020 period; the mining industry's growth is estimated to average 4.47% per year, accounting for 19-20% of GRDP and contributing approximately 40% of the province's domestic budget revenue.

In order to sustainably develop the coal industry, the Vietnam Coal and Mineral Industry Group (TKV) spends nearly 1,000 billion VND annually on environmental protection and strengthening coal resource management, contributing to Quang Ninh province's efforts to accelerate the transformation of its economic model from "brown" to "green".

For 2025, the coal industry aims to achieve a clean coal production output of 39.5 million tons, an increase of 1.5 million tons compared to 2024. Coal consumption is targeted at 51.5 million tons, an increase of 2.5 million tons compared to 2024. Total industry revenue is targeted at 180,000 billion VND, an 8% increase compared to 2024. The Group also strives to contribute the highest possible amount to the state budget and aims for a 12% increase in investment value compared to 2024, in accordance with central government directives.

In the coming period, Quang Ninh will resolutely and persistently implement measures to improve the quality of economic growth and transform its development model from "brown" to "green". The province will focus on deepening the comprehensive reform process and strongly shifting its economic structure towards a more positive and sustainable direction.

Adhering closely to Quang Ninh's development strategy and planning for the 2025-2030 term, the coal industry strives to produce an average of 38.6 million tons of coal per year. The coal industry is accelerating the implementation of a comprehensive transformation strategy towards "green - digital - efficient - sustainable," focusing on four pillars: green transformation of the coal industry, in-depth development of strategic minerals, comprehensive digital transformation, and organizational restructuring. This includes achieving a harmonious balance between economic goals, environmental protection, ensuring occupational safety, and improving the lives of workers.

Quang Ninh province has identified the rational and sustainable development of the mining industry, with a focus on the coal industry; and continues to maintain its role as a national energy center. With this mindset, the coal industry continues to undergo a strong transformation, shifting its production model towards green, sustainable, and environmentally friendly practices, thereby helping Quang Ninh province confidently enter a new era.
