On February 21st and 22nd, the Party Committee of the Military Command of Ha Long City (Quang Ninh province) held its 16th Party Congress for the 2025-2030 term. This Party Committee was chosen by Military Region 3 to hold its Congress first, in order to gain experience in directing the organization of grassroots Party Congresses within the Military Region.
At the official session on February 22nd, the Congress was attended by Lieutenant General Nguyen Quang Cuong, Secretary of the Party Committee and Political Commissar of Military Region 3, and Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee.
After two days of active, urgent, serious, and highly responsible work before the Party Committee, government, armed forces, and people of all ethnic groups in Ha Long City, the 16th Party Congress of the City Military Command, for the term 2025-2030, has completed all the planned contents and programs.
With a spirit of unity, intelligence, courage, democracy, discipline, and serious self-criticism and criticism, the Congress held lively discussions, contributing many opinions and objectively and comprehensively analyzing and evaluating the results of the 5-year implementation of the Resolution of the City Military Party Congress; clarifying the strengths, weaknesses, and shortcomings in leadership and guidance, and drawing lessons learned for the next period.
During the past term, the City Military Command advised the City Party Committee, the City People's Council, and the City People's Committee to issue 6 resolutions, 12 directives, 44 plans and programs, and many other documents aimed at raising awareness and responsibility of Party committees, governments, sectors, and all strata of the people regarding local military and national defense work, and to concretize the tasks outlined in Central Resolution 8 (11th and 13th Congresses) on "The Strategy for National Defense in the New Situation".
Ha Long City is the political , economic, cultural, social, and foreign affairs center, serving as the nucleus and driving force for the development of Quang Ninh province. Recognizing this, the city has effectively and closely integrated socio-economic development with strengthening national defense and security at the grassroots level. Annually, the city's military Party Committee advises the City Party Committee, People's Council, and People's Committee on issuing leadership and guidance documents to implement the recruitment and conscription of citizens into the military; and building a militia force based on the motto "Strong and widespread," with a reasonable number and high quality to meet the requirements of national construction and defense.
The city's military Party committee strictly maintained the duty roster for disaster prevention and search and rescue, especially during the Covid-19 pandemic and Typhoon No. 3 (Yagi).
Based on lively discussions and numerous contributions of objective and comprehensive analysis and evaluation of the results of the 5-year implementation of the Resolution of the City Military Party Congress, the Congress identified key directions, tasks, and solutions for the 2025-2030 term. The focus is on leading the city's military forces to unify their will, strive for action, and resolutely achieve comprehensive success in all assigned tasks, build a clean and strong Party Committee, and develop an "exemplary and outstanding" armed force, meeting the requirements of the new era.
The Congress also discussed and contributed many insightful opinions to the Draft documents to be submitted to the 14th National Congress of the Party; the Draft Political Report to be submitted to the 9th Congress of the Provincial Military Party Committee; and the Political Report to be submitted to the 26th Congress of the Ha Long City Party Committee.
Upholding the spirit of unity, democracy, and responsibility, the Congress elected the Executive Committee of the City Military Party Committee for the 2025-2030 term, consisting of 5 members, along with 2 members appointed by the Standing Committee of the City Party Committee.
Later that afternoon, the Party Committee held its first meeting, electing the Deputy Secretary of the Party Committee, the Inspection Committee, the Chairman of the Party Committee's Inspection Committee, and also electing delegates to attend the 26th Congress of the Ha Long City Party Committee.
Mr. Vu Quyet Tien, Secretary of the Ha Long City Party Committee, affirmed: The success of the Congress is the culmination of the efforts, intellect, and will of the entire Party Committee; it demonstrates the determination and aspiration for development, and is a great source of encouragement and motivation for the military Party Committee and the armed forces of the city to confidently complete all the tasks set forth.
