This transformation cannot be achieved without a solid foundation of unwavering political ideology and decisive action.

The practical process of restructuring the administrative apparatus has placed many officials and civil servants in the face of fundamental changes in their positions, easily giving rise to concerns and anxieties. Without timely attention and guidance, a "wait-and-see" mentality or a "neglect of responsibility" could arise, directly affecting the quality of service to the people. Therefore, in Conclusion 176-KL/TW (dated July 4) and Conclusion 177-KL/TW (dated July 11), the Politburo and the Secretariat clearly stated that Party committees and organizations must do a good job of political and ideological education for officials, Party members, civil servants, and workers, and promptly address any ideological issues arising during the operation of the new organizational structure. Along with this, they must encourage and support the overcoming of immediate difficulties regarding office space, working conditions, and official housing so that officials and civil servants can work with peace of mind and serve the people.

Furthermore, the stable mindset of officials does not mean accepting stagnation, but rather acting decisively, being ready to take risks, and daring to confront new pressures. The key to stability is creating a solid foundation for "accelerating" action. Therefore, many localities are very proactive, not waiting for "self-adaptation" from the grassroots. For example, Ho Chi Minh City has organized many survey teams and direct dialogues with grassroots officials to "resolve" psychological issues or concerns, ensuring they can work and contribute with peace of mind. For this spirit to spread more widely and synchronously, the essential element is the exemplary and committed role of the leaders themselves. Because wherever there is still "avoiding responsibility" or "passing the buck," there is a lack of ideological strength. Wherever officials only focus on completing their individual tasks without coordination and creativity, political education needs to be re-evaluated.

A prime example of the "accelerated action" spirit is the Phu Quoc Special Administrative Service Center ( An Giang province). During the first week of operating the new administrative unit model, on many days, center staff worked through lunchtime or until 8 PM to handle the surge in public demand. No one asked them to work overtime, but they did so out of a high sense of responsibility and for the satisfaction of the people. This self-motivated "accelerated action" would not have been possible without a solid ideological foundation and belief in the reform process.

Here, "accelerating action" doesn't mean chasing after formalities, but rather moving faster with higher quality, within a framework of greater discipline and order. Officials must not only complete their tasks, but do them correctly, sufficiently, and creatively, using people's satisfaction as a measure and tangible results as a criterion for evaluation. To act quickly but without haste, the system needs to be led by officials with strong political convictions, keen awareness of reality, proactive in embracing new ideas, and a spirit of dedication. This requires the effective and substantive implementation of requirements to protect officials who dare to think, dare to act, and dare to take responsibility.

On another level, strengthening ideology also serves as a warning to those who "worry for too long," with a "waiting for instructions" mentality or "standing on the sidelines" in the face of new tasks. The system cannot wait for those lacking willpower. Capable, dedicated, and visionary officials, if not properly motivated and supported, will easily become discouraged and leave their positions. Conversely, irresponsible officials, those with a complacent attitude and slow to innovate, if not identified and dealt with promptly, will create stagnation in the process of building a streamlined, efficient, effective, and effective system. Therefore, ideological stability and strong action among officials and civil servants are not only organizational requirements but also a responsibility to the people and the country.
